question text	To ask the Secretary of State for International Development, with reference to her Department's Memorandum of Understanding with the Palestinian Authority (PA), what assessment she has made of President Abbas's remarks to the Palestinian Central Council on 28/10/18 that the salaries of our martyrs, prisoners, and wounded are a red line and the martyrs and their families are sacred. We will continue to pay to the wounded and the prisoners. Even if we have one plaster left, it will be for them, and not for the living.

Through this programme we will increase trade and job creation across Gaza and the West Bank by helping to enable greater movement and access for people and goods. We will also provide support to facilitate the construction of the Gaza Central Desalination Plant, which will increase access to clean piped water and help replenish the Gaza aquifer, and in turn help Gazans access clean water. answer	answer is ministerial correction date of answer 06/11/2018 answer text <p>The UK has played a leading role in helping secure vital access for food, fuel, and medicine into and throughout Yemen. Last year when Red Sea port access was restricted after a Houthi ballistic missile attack on Riyadh’s civilian airport, UK diplomacy including a visit from the Secretary of State for Development to Riyadh led to the ports being fully reopened. As a part of this effort, the UK provides £1.3 million to the UN Verification and Inspection Mechanism to give the Coalition confidence that weapons are not coming in to Houthi-controlled areas of Yemen on commercial ships. Red Sea ports remain fully operational and continue to import most of the food and fuel on which Yemenis rely.</p><p> </p><p>As we have consistently made clear, the Houthis must facilitate access throughout areas they control which is where most of the population live. As penholder on Yemen in the UN Security Council, the UK continues to call on all parties to comply with the UNSC Presidential Statements of June 2017 and March 2018, which insist that all parties facilitate safe, rapid, and unhindered access for both the humanitarian response and commercial supplies.</p><p> </p><p>On 3 April, the UK announced an additional £170 million in response to the humanitarian crisis in Yemen for this financial year (2018/2019). We have stated publicly that we agree with the UN Refugee Agency (UNHCR) that the conditions for safe and dignified returns do not yet exist. The access required for necessary independent monitoring by UN agencies is also not in place.</p><p> </p><p> </p><p> </p><p>Any returns must be voluntary and informed. UNHCR is engaging with the Rohingya community in Bangladesh to understand their views about returning to Rakhine State.
