We are closely engaging with the UN’s Humanitarian Co-ordinator and organisations delivering humanitarian assistance to establish the severity of the operating conditions they are facing.</p><p> </p><p>The UK continues to call on all parties to the conflict to comply with UN Security Resolution 2451 to facilitate safe, rapid, and unhindered access for humanitarian actors. We are clear that there can be no military solution to this conflict. A political settlement is the only way to provide long term stability to Yemen and address the worsening humanitarian crisis. The number of food insecure people has also risen from 17 million to over 20 million and for the first time, there are people (almost 240,000) in the most severe food security category, IPC 5 - at high risk of death.</p><p> </p><p> </p><p> </p><p>The UK is providing £170 million in response to the humanitarian crisis in Yemen this financial year, including food for the equivalent of 4 million Yemenis for one month. Our funding over the next three years will screen 2.2 million children under the age of five for malnutrition and provide urgent treatment for 70,000 of the most vulnerable children. For most of this year imports have been robust and in some cases exceeded pre-war levels. We are however concerned about recent reports of a reduction of imports into Yemen.</p><p><em> </em></p><p>To maintain confidence of commercial importers, the UK recently worked with the US, Saudis and Emiratis to agree measures with the Central Bank of Yemen to issue letters of credit to provide foreign currency so that importers can purchase food on international markets. This has also resulted in an appreciation of the Yemeni Riyal, increasing the purchasing power of ordinary Yemenis.</p><p> </p><p>It is imperative the Red Sea ports of Hodeidah and Saleef remain operational. Yemen relies on imports to meet 90% of its basic needs like food and fuel – before the conflict, the Red Sea ports of Hodeidah and Saleef accounted for approximately 80% of total imports into Yemen. This package will screen 2.2 million children under the age of five for malnutrition and provide urgent treatment for 70,000 of the most vulnerable children.</p><p>The recent increase in military activity in and around Hodeidah has had a relatively limited impact on this programme so far, as the programme’s activities are implemented countrywide, not exclusively in Hodeidah. The continued flow of goods through and onwards from Hodeidah port, however, will be critical to ensure that humanitarian supplies can reach those in need.</p><p>In Hodeidah city, stocks of supplies, including nutrition and fuel are still available thanks to the pre-positioning by UNICEF and its partners. answer	answer is ministerial correction date of answer 15/11/2018 answer text <p>The UK continues to raise concerns with the Saudi led-Coalition about the potential impact of any assault on the port and city of Hodeidah and is monitoring the resumption of hostilities in and around Hodeidah closely.</p><p>As we have consistently made clear, the Coalition must ensure that any further military operations in and around Hodeidah are conducted in accordance with international humanitarian law, including on the protection of civilians and civilian infrastructure, and do not disrupt commercial and humanitarian flows both through the port and onwards across the country. Most recently I spoke to the UN’s Resident Coordinator/Humanitarian Coordinator for Yemen, Lise Grande, on 14 June. We are also in regular contact with the World Food Programme (WFP) which delivers the majority of food aid into the country at Ministerial level with WFP’s Executive Director David Beasley.</p><p> </p><p>The UN estimates that 17.8 million people in Yemen do not have reliable access to food and 8.4 million people face extreme food shortages. answer	answer is ministerial correction date of answer 16/11/2015 answer text <p>Increasing the provision of humanitarian aid to Yemen and ensuring that aid gets to those most in need has been one of the UK’s top priorities for Yemen:</p><br /><ul><li>In July the Foreign and Development Secretaries wrote to international donors to raise the profile of Yemen’s humanitarian crisis and encourage more funding to the response.</li><li>On 28 September, the Development Secretary co-hosted a side event on Yemen’s humanitarian crisis at UNGA, at which donors (including the UK) pledged an additional $129 million to Yemen. The Co-Chairs statement from the meeting can be found here: <a href="http://reliefweb.int/report/yemen/co-chairs-statement-ministerial-yemen-meeting-monday-28-september-2015" target="_blank">http://reliefweb.int/report/yemen/co-chairs-statement-ministerial-yemen-meeting-monday-28-september-2015</a>.</li><li>The UK has also worked closely with the King Salman Humanitarian Centre and the UN to ensure Saudi Arabia’s generous $274 million pledge to the UN Flash Appeal was delivered by September this year.</li><li>The UK has also announced £75 million to respond to the crisis in Yemen.</li></ul><br /><p>We work with trusted and impartial actors who have a strong record of prioritising assistance to those most in need and delivering assistance in difficult and dangerous places. We continue to call on all parties to facilitate rapid, safe and unhindered access to all people in need in Yemen; to safeguard key infrastructure, including airports, sea ports, fuel distribution sites and major access routes into Yemen; and to respect the importance of ensuring humanitarian aid is not politicised and goes to the neediest.
