Given the likely decrease in the size of the economy this year, the First Secretary chaired a review process across government looking at all strands of the ODA budget, evaluating the impacts of spend and making sure the UK can maintain operational capacity. DFID has a range of procurement options available when developing programmes. One of these is to award an Accountable Grant to a not-for-profit organisation, which is a non-competitive process. While many organisations are clearly performing excellent work in different fields of people to people work, Search for Common Ground (SFCG) approached DFID and proposed a comprehensive programme based on international best-practice. Based on our research, we judged that the SFCG proposal was the best fit for the outcomes that we wished to pursue, and therefore awarded SFCG an accountable grant to take the project forward.</p><p>Having SFCG as the sole implementer also offered a cost-effective approach to managing the unique risks associated with the delivery of the people to people programme in the Occupied Palestinian Territories. answer	answer is ministerial correction date of answer 11/06/2020 answer text <p>Our people to people programme aimed to build understanding between Israelis and Palestinians, helping build support for a peaceful, negotiated resolution.</p><p>During the design phase of the programme, Search for Common Ground (SFCG) approached DFID with a proposal for a comprehensive programme. While many organisations are performing excellent work in different fields, it was judged more effective to fund one partner to focus on a few specific thematic areas rather than funding several grants in a broad range of sectors through a wide call for bids. With this focused approach we were able to add to the research on what works in people to people programming.</p><p>SFCG delivered some activities directly and worked through partners in areas requiring specialist expertise. This includes humanitarian support to meet immediate needs in Gaza, support to key services such as education and health in the West Bank, and promoting economic development across the Occupied Palestinian Territories. DFID’s work supports stability and the development of a capable and accountable Palestinian Authority that can act as an effective partner for peace with Israel. We also support People to People work that aims to bring together Israelis and Palestinians to cooperate on issues that can have a positive impact on both communities. The UK government does not consider the Palestinian Authority’s (PA) prisoner payments system to be equivalent to conventional welfare payments. The UK government acknowledges that people in need are entitled to access support that is based on objective social need. For this reason we continue to press the PA to make the prisoner payments system more needs based, transparent and affordable. UK Ministers have raised this personally with the Palestinian Foreign Minister, and officials raised this with the PA at senior levels most recently on 28 March 2019.
