	answer	answer is ministerial correction date of answer 12/05/2020 answer text <p>Civil society organisations (CSOs), including charities based overseas, are key partners for DFID. Many of DFID’s programmes support local and international CSOs in order to deliver humanitarian and development outcomes, including providing humanitarian support to tackle the spread and consequences of COVID-19. As DFID’s programming adapts to respond to COVID-19, we are also considering what work needs to be adapted or paused as our partners are affected by the pandemic, either directly or in response to the risk.</p><p>DFID’s recent announcement of £200 million of funding to the global response, brings the total announced funding to £744 million to support the global efforts to combat the outbreak of the pandemic. This includes £20 million directly to CSOs to support them on humanitarian response, the majority of which will go through the Rapid Response Facility. It also includes £130 million for the UN agencies. CSOs based overseas will be able to access some of this funding as downstream partners. Extra funding opportunities will also be available through DFID’s new partnership with Unilever to support hygiene practices in developing countries.</p><p>We are reviewing our programme portfolio in light of the COVID-19 response which will enable us to identify existing activities which can already support the response and others which can be adapted or scaled up, such as our support to health systems and humanitarian crises.</p><p>DFID is offering support to suppliers and partners where this is appropriate, and will apply the provisions of the Cabinet Office Procurement Policy Note and associated guidance for grants, which allows for relief on services and goods provided in the UK to DFID aid programmes as a last resort, and on a case-by-case basis for DFID contracts and grants.</p> answering member constituency Aldridge-Brownhills answering member printed Wendy Morton question first answered 12/05/2020 16:51:25 answering member 4358 label Biography information for Wendy Morton

In doing so, we are supporting a clean, inclusive and resilient economic recovery and urgently establishing safety nets, to protect the most vulnerable.</p><p>The UK has doubled its £2.2 billion loan to the Poverty Reduction and Growth Trust, which provides concessional financing for the poorest countries. With UK support, multilateral development banks are making over $200 billion of financing available to governments over 15 months.</p><p>The UK and other G20 countries, has suspended debt service payments to the poorest countries until the end of 2020. We have contributed up to £150 million to the IMF’s Catastrophe Containment and Relief Trust to help developing countries meet their debt repayments. 	answer	answer is ministerial correction date of answer 15/07/2020 answer text <p>The UK’s global health work supports countries to build and maintain strong health systems and promote universal health coverage, to enable partner countries to tackle all the causes of ill health, including tropical diseases.</p><p>UK aid is invested in several major neglected tropical disease (NTD) programmes, which are focused on building systems to treat and prevent Guinea worm, schistosomiasis, onchocerciasis, visceral leishmaniasis, lymphatic filariasis, and trachoma. These diseases were identified based on a detailed analysis of the burden of the disease, the UK’s comparative advantage in the area, and the availability and cost effectiveness of treatment and prevention. Although leprosy is not a focus disease, activities relating to leprosy can be included if these can be delivered effectively in conjunction with activities relating to the focus diseases. On 4 June, the UK will host the Global Vaccines Summit (GVS2020) alongside GAVI who are uniquely placed to ensure safe, effective and affordable COVID-19 vaccines can be rolled out at scale to ensure equitable access. 	answer	answer is ministerial correction date of answer 12/05/2020 answer text <p>The UK is at the forefront of tackling forced displacement and supporting refugees around the world, including support to Syrian refugees in Turkey and the Middle East, most notably Jordan and Lebanon. We also continue to offer support to the Greek Government to alleviate pressure and deliver sustainable improvements in the Greek migration system.</p><p>To date, the UK has committed £744 million in the international fight against COVID-19. We are a key contributor to the UN Global Humanitarian Response Plan which aims to ensure support to the most vulnerable groups including refugees and other forcibly displaced populations. This includes significant support to the UN Refugee Agency (UNHCR) to help install hand-washing stations and isolation and treatment centres in refugee camps, and increase access to clean water for displaced people.</p><p>We are working closely with the UN, International Financial Institutions, global health multilaterals, and wider international system to push for a strong and coordinated global response to the crisis and to ensure the most vulnerable groups, including refugees, are not left behind. We also invest in evaluating our programmes to enable us to learn what works and to adapt our approaches accordingly.</p><p>In 2020, we have been looking across DFID’s country portfolio to assess where there is scope to improve how we address malnutrition as part of the government’s commitment to end the preventable deaths of mothers, newborns and children – and considering current efforts to deal with the COVID-19 pandemic.</p><p>The Independent Commission for Aid Impact is close to finalising its review of DFID’s work on nutrition. 	answer	answer is ministerial correction date of answer 20/05/2020 answer text <p>The UK Official Development Assistance (ODA) data is collected and reported in line with internationally agreed OECD Development Assistance Committee (DAC) definitions and standards. These standards include sector codes that are allocated to programmes.</p><p>In 2015, following lobbying by the UK and others, the DAC introduced a new sector code to improve the tracking of ODA that contributes to ending of violence against women and girls (VAWG). The UK started reporting on the new code for 2016 ODA spend. Before changes were made to our aid management platform in 2018, however, there were several technological barriers which meant that it was very difficult to track spend accurately.</p><p>Our <em>Statistics on International Development: Final Aid Spend 2018</em> publication shows that we tracked £32.6 million bilateral aid on ending VAWG for 2018. We also estimated a further £12.4 million UK ODA was spent on ending VAWG through our partnerships with multilaterals. This amounts to 0.31% of UK ODA for that year.</p><p>We are doing more to improve the quality and transparency of our data on VAWG spend. For example, we are working to improve the way we track the impact of other sectoral programming, such as humanitarian, health, economic or education programmes that also contribute to ending VAWG, and which may not yet be fully captured as part of our published data.</p><p>We are also continuing to scale up our investment in tackling VAWG, for example our new £67.5 million programme <em>What Works to Prevent Violence: Impact at Scale, </em>is the largest investment by any donor government in programming and research to prevent VAWG globally.</p><p><em>Note:</em> Imputed Multilateral Shares are estimates of how multilaterals spent the UK’s core contributions to multilaterals. 	answer	answer is ministerial correction date of answer 29/06/2020 answer text <p>The COVID-19 crisis has removed 1.3 billion children - 650 million girls - from primary and secondary education, putting the most disadvantaged girls at risk of dropping out of school permanently. As the effects of the COVID-19 crisis play out, the socio-economic impact on girls’ education in developing countries is becoming increasingly clear. From a learning perspective, closures – even with mitigating actions - will significantly reduce learning hours. School closures in Sierra Leone during the Ebola crisis resulted in the loss of roughly 780 hours per pupil. We also understand that the effects of school closures in developing countries are much wider than reduced learning. For many disadvantaged children in developing countries, school closures expose them to increased hunger and malnutrition as well as increased risk of violence against women and girls.</p><p>The UK’s response to the pandemic is two-fold, firstly to ensure preventative measures are taken to keep girls learning and returning to education, mitigating short term risks by focussing on safety, nutrition, wellbeing and the continuity of learning whilst schools are closed. Secondly, by supporting countries to protect and maintain their education budgets and ensuring that we build back better. DFID is adapting its bilateral education programmes in 18 countries. The Global Partnership for Education, to which the UK is the largest donor, is flexing over £200 million to support education sector stability in response to the pandemic.
