answer text
We expect the highest standards from our providers, who are expected to conduct regular checks across the accommodation estate. The Home Office have access to providers’ systems to monitor compliance.

The Asylum Accommodation and Support Services contracts (AASC) have a robust performance management system, against which providers are expected to deliver.

This is supplemented by a formal governance process which includes quarterly Strategic Review Management Boards and monthly Contract Management Groups. Service credits and subsequent improvement plans are discussed and monitored as part of this process. Service Delivery Managers speak daily with providers about service delivery and performance.

In response to the global pandemic, officials also have formal meetings on a weekly basis to ensure individuals are housed safely, services are delivered in line with their contractual obligations and adherence to guidance from Public Health England (PHE) is followed.

Asylum seekers can also raise specific issues or concerns about their accommodation through the 24/7 Advice, Issue Reporting and Eligibility (AIRE) service operated by Migrant Help. The Home Office and our providers receive feedback on complaints raised through our regular dialogue with Migrant Help, which enables attention to be focussed on particular areas of concern.

answer text
This Government is committed to maintaining high standards of animal welfare where procedures are undertaken on live animals for scientific or educational purposes. It champions the work of the National Centre for the Replacement, Reduction and Refinement of Animals in Research (NC3Rs) in supporting the research community to develop and use science and technology in the creation of new approaches to replace studies that require animals.

Central to any decision to use animals in research is the need for robust scientific evidence to justify the use of animals. The UK’s rigorous regulatory system requires that no testing takes place if there is a validated non-animal alternative that would achieve the scientific outcomes sought. Project licence proposals for research on animals for which there is no non-animal alternative must comply fully with the principles of the 3Rs: replacement, reduction and refinement.
more like this

answer text
Addressing visible signs of crime and anti-social behaviour such as graffiti helps to improve public perceptions of local environmental quality. In 2018, the Government almost doubled the maximum fixed penalty that local authorities can issue for offences related to graffiti to £150 and increased the default to £100. For more serious offences, such as racist or otherwise abusive graffiti, prosecution may be more suitable. The Department for Environment, Food and Rural Affairs set out in its recent guidance on enforcement against littering and related offences that enforcement action must be proportionate and in the public interest.

The Anti-social Behaviour, Crime and Policing Act 2014 also introduced a range of flexible tools and powers that the police, local authorities and other local agencies can use to respond quickly and effectively to anti-social behaviour, including graffiti. It is for local agencies to determine whether their use is appropriate in the specific circumstances as those who work within, and for, local communities will be best placed to understand what is driving the behaviour in question, the impact that it is having, and to determine the most appropriate response.

We are clear that the far right has absolutely no place in Britain, and the British people overwhelmingly reject the prejudiced rhetoric and against our values of decency, tolerance and respect. We are committed to tackling those who, based on extreme right wing or any other ideology, promote violence and hatred against individuals and communities in our society, and that radicalise others into terrorism.

answer text
We expect the contract for connecting all 292 EAS masts to the network to be awarded in Autumn 2021. We do need to follow government procurement processes fully in this award and are unable to accelerate this aspect of the process. Each site has to be individually designed, with planning approval granted, built and then integrated into the EE/ESN network. By default, EAS masts are in the most remote and rural areas of the country, situated in difficult terrain and with accessibility issues. After the award of the contract we anticipate that a survey of each site will result in activation timelines varying depending on the work involved. We will then complete the physical work to connect the mast to the network and, separately, activate the mast. Although we cannot give firm dates for the final activation of masts at this stage, we expect this work to commence in 2022 and complete towards the end 2024.
more like this
