answer text <p>The mental health pathways are intended to provide clear guidance to both commissioners and providers in relation to the commissioning and implementation of services to improve access and outcomes for people with mental health problems.</p><p> </p><p>No formal assessment has been made of the impact of delayed publication of the mental health pathways on planning and resource allocation. However clinical commissioning groups’ decisions about resource allocations for mental health are not guided solely by pathways but, also, by a number of other resources. Principally the ‘NHS England Operational Planning and Contracting Guidance’, which provides guidance on the delivery of key transformation objectives, thereby supporting commissioners and providers in meeting key Five Year Forward View for Mental Health recommendations.</p> more like this

answer text <p>We are informed by Surrey and Borders Partnership NHS Foundation Trust that five Safe Haven services are currently operating within Surrey and North East Hampshire, providing out of hours support to people who may be in a mental health crisis. The Foundation Trust has informed us that more than 500 people use these services each month, often as an alternative to attending accident and emergency (A&amp;E).</p><p> </p><p>An Independent Evaluation of the Aldershot Safe Haven, <em>Independent Evaluation of the North East Hampshire and Farnham Vanguard: Aldershot Safe Haven Service</em>, conducted by the Wessex Academic Health Science Network, and published October 2017, found that the Safe Haven may have contributed to a reduction in acute psychiatric inpatient admissions by 16% between August 2016 and July 2017 and that for a tracked cohort of people there was a reduction in A&amp;E attendances by 45% for the year after their first attendance at a Safe Haven. A copy of the evaluation is attached.</p><p> </p><p>The Prime Minister visited the Aldershot Safe Haven on 9 January 2017 where she announced funding for mental health crisis cafes and community clinics. The Government has pledged to provide up to £15 million investment from 2018 to 2020 to provide and promote such services.</p>

answer text <p>The Health and Social Care Act 2012 already placed the principle of parity of esteem on a statutory footing.</p><p> </p><p>Since the publication of the Government’s response to the Five Year Forward View we have continued to address gaps in provision for people experiencing mental health problems:</p><p>- The Policing and Crime Act reduces the time that mentally ill people can spend in detention after a Section 136 from 72 hours to 24 hours, and bans the use of police cells as a place of safety for person under 18 years of age to ensure people are directed to mental health services quicker;</p><p> </p><p>- We have made significant progress with access and waiting time standards for mental health services for all ages in the following areas:</p><p> </p><p>- Treatment within six weeks for 75% of people referred to the Improving Access to Psychological Therapies (IAPT) programme, with 95% of people being treated within 18 weeks;</p><p>- Treatment within two weeks for more than 50% of people experiencing a first episode of psychosis; and</p><p> </p><p>- From April 2017, progress towards achieving the new access and waiting times for children and young people with eating disorders, so that by 2020 95% of children and young people are seen within one week if urgent and four weeks if routine, will be monitored.</p><p> </p><p>- We published a Green Paper on Children and Young People’s Mental Health in December 2017 which sets out proposals to expand and improve early intervention for children and young people.</p><p> </p><p>- We announced an independent review of the Mental Health Act 1983 which is currently underway and will put parity of esteem at the heart of treatment.</p>
