answer text <p>The Government recognises the need for additional investment in mental health services and the Institute for Public Policy Research report represents a valuable contribution to the debate.</p><p> </p><p>The Government announced its long term financial settlement for the National Health Service in June. This will represent an increase of £20.5 billion in real terms by 2023/24. The Government has asked the NHS to develop a long term plan which will set out a vision for the health service and ensure every penny is well spent. The Government has been clear that better access to mental health services, to help achieve the Government’s commitment to parity of esteem between mental and physical health, is one of the principles which must underpin the plan.</p><p> </p><p>The 2018 Budget set out some of aspects of what the long term plan will contain, and further details will follow when the plan is published in due course.</p> more like this

answer text <p>The Mental Health Investment Standard requires clinical commissioning groups (CCGs) to increase mental health investment in line with overall growth in their allocations. The guidance noted “Each CCG must meet the Mental Health Investment Standard (MHIS) by which their 2018/19 investment in mental health rises at a faster rate than their overall programme funding. CCGs’ auditors will be required to validate their 2018/19 year-end position on meeting the MHIS”. It is for CCGs to plan on how these funds should be deployed to develop mental health services locally.</p><p> </p><p>NHS England recently published an updated Mental Health Five Year Forward View dashboard, which brings together key data from across mental health services to measure the performance of the National Health Service in delivering our plans to improve mental health services. The dashboard provides the greatest transparency ever in how the NHS is performing, alongside detail on how mental health services are funded and delivered at CCG level. As such it gives a good indication of the effectiveness with which the increased finds are translating into improved services. Any failure to achieve the standard will be reviewed as part of the overall assessment of clinical commissioning groups as part of the formal planning and in year reporting process. answer text <p>We are taking steps to increase the level of real term funding for mental health services in England. We have increased spending on mental health to a record £11.6 billion in 2016/17 and this is planned to rise to £11.86 billion for in 2017/18.</p><p>The Mental Health Investment Standard requires all clinical commissioning groups (CCGs) to increase funding for mental health by at least as much as the overall increase to their funding allocations. 85% of CCGs achieved the Investment Standard in 2016/17 and from 2018/19 all CCGs will be required to meet it.</p> more like this

answer text <p>The Government set parity of esteem in physical and mental health in law in the Health and Social Care Act 2012. The independent Mental Health Taskforce’s <em>Five Year Forward View for Mental Health </em>report in February 2016 and July 2016 <em>Implementing the Five Year Forward View for Mental Health</em> plan set out detailed recommendations for achieving parity of esteem between physical and mental healthcare. Copies of both reports are attached. The <em>Government’s response to the Five Year Forward View for Mental Health </em>report accepted all the report’s recommendations in January 2017 and created a detailed action plan for taking forward the recommendations, including how we will monitor progress and report transparently. A copy of the <em>Government’s response</em> is attached. The report set out a strategy for change in four key areas to drive forward improvements in mental health: promoting good mental health and helping people lead the lives they want to live, integrating care, creating a seven day National Health Service for mental health and hard wiring mental health across health and social care.</p><p>NHS England’s Mental Health Investment Standard also requires the local NHS to increase mental health investment by at least the same proportion as overall allocations. This is planned to be met across England as a whole in 2017/18 and 2018/19. For 2018/19 all clinical commissioning groups will be required to meet the Mental Health Investment Standard and this will be subject to confirmation by their auditors.</p>

The Health and Social Care Act 2012 gave clinical commissioning groups (CCGs) the autonomy to make decisions about the health services that best meet the health needs of their population.</p><p>They do this based on evidence of patient needs locally. However, NHS England’s Mental Health Investment Standard requires the local NHS to increase mental health investment by the same proportion as overall allocations. This is planned to be met across England as a whole in 2017/18 and 2018/19.
