answer text <p>NHS Business Services Authority carries out the assessment of Part IX applications by manufacturers on behalf of the Secretary of State for Health, for prescribing at National Health Service expense by an appropriate practitioner.</p><p> </p><p>Any device made available for prescribing to patients through listing in Part IX, including FreeStyle Libre, is required to meet set criteria, namely that the product is safe and of good quality, it is appropriate for general practice and, if relevant, non-medical prescribing, and it is cost effective.</p><p> </p><p>However, the listing of a medical device in the Drug Tariff should not be interpreted as a recommendation to prescribe a particular product. Patients will need to discuss the ongoing management of their condition with their healthcare professional and consider whether FreeStyle Libre is appropriate for them.</p> more like this

answer text <p>We have announced that we will launch a 12 week consultation, before the end of this year, on increasing rates of organ donation, including a new “opt out” system of consent for England. The consultation will seek views on:</p><p> </p><p>- How to increase rates of organ donation, particularly from Black, Asian, and minority ethnic communities;</p><p>- How the issue of consent should be managed within the National Health Service;</p><p>- How technology could help people to discuss their preferences with family; and</p><p>- How opt out could work in practice, the safeguards needed and how families could be supported.</p><p> </p><p>The major religions in the United Kingdom support the idea of organ donation and transplantation. answer text <p>The Department’s policy of engaging with representatives of the tobacco industry is compliant with the requirements of the World Health Organization’s Framework Convention on Tobacco Control. This treaty includes an obligation on all countries that have ratified the treaty to protect public health policies from the commercial and other vested interests of the tobacco industry. Any engagement with the industry needs to be transparent and accountable.</p> more like this

answer text <p>The Department on behalf of the United Kingdom Government reimburses other European Economic Area (EEA) countries and Switzerland for the cost of providing treatment to people we are responsible for under European Union law, irrespective of nationality. In the same way, other EEA countries and Switzerland reimburse the UK for the cost of the National Health Service providing treatment to people they are responsible for under EU law, including UK nationals insured in another EEA country or Switzerland.</p><p> </p><p>Member State claims against the UK are in local currency so totals are significantly affected by the exchange rate at the time of payment and can mean a difference of millions of pounds. Member States can submit claims up to 18 months in arrears so claims for any 12 month period do not necessarily reflect treatment provided in that period.</p><p> </p><p>Requested figures are provided in the attached document rounded to the nearest pound.</p><p> </p><p>Figures for 2016–17 should be published over the summer.</p>

answer text <p>The Department has not published guidelines on ensuring excemptions for female healthcare professionals returning from maternity leave. However, the Department commissions NHS Employers to work with colleagues on the NHS Staff Council<sup>1</sup> to ensure National Health Service terms and conditions of service are up to date and fit for purpose, Section 15 covering “maternity leave and pay”. answer text <p>The Department does not provide doctors with guidance to ensure the regulation of self-prescribing by health practitioners.</p><p> </p><p>The General Medical Council (GMC) is the independent regulator of doctors in the United Kingdom. The GMC guidance, <em>Good Medical Practice </em>describes what is expected of all doctors registered with the GMC. In this guidance it states that a doctor must, wherever possible, avoid providing medical care to themselves or anyone with whom they have a close personal relationship.</p><p> </p><p>The GMC also produces supporting, explanatory guidance, <em>Good Practice in Prescribing and Managing Medicines and Devices </em>that expands on the advice in <em>Good Medical Practice.</em></p><p> </p><p>A serious or persistent failure to follow this guidance may put a doctor’s registration with the GMC, and their licence to practise at risk.</p><p> </p> more like this

answer text <p>The provision of neurological services is a matter for NHS England.</p><p> </p><p>Since 1 April 2013, NHS England has been responsible for commissioning specialised neurological services, which includes services for patients with neuromuscular disorders. NHS England has published a service specification for neurological care, which sets out what providers must have in place to offer evidence-based, safe and effective services. The specification can be found at the following link:</p><p> </p><p><a href="http://www.england.nhs.uk/wp-content/uploads/2013/06/d04-neurosci-spec-neuro.pdf" target="_blank">www.england.nhs.uk/wp-content/uploads/2013/06/d04-neurosci-spec-neuro.pdf</a></p><p><strong> </strong></p><p>NHS England has advised that it commissions two services that provide support to people with neurological conditions:</p><p> </p><p>Firstly a diagnostic service for rare muscular disorders at specified centres:</p><p>- The limb-girdle muscular dystrophies (Newcastle)</p><p>- The congenital muscular dystrophies and myopathies (London – Dubowitz Neuromuscular Centre)</p><p>- The congenital myasthenic syndromes (Oxford)</p><p>- The muscle channelopathies (London – Institute of Neurology)</p><p> </p><p>These providers are required to provide a diagnostic service and support to the referring provider who has on-going responsibility for implementing care.</p><p> </p><p>The second are the services commissioned through Neurosciences: specialist neurology specification. Under this specification providers are required to provide neuromuscular nurses and a neuromuscular care co-ordinator. NHS England commissions the following providers to offer neurology services: Imperial College Healthcare NHS Trust, King’s College Hospital NHS Foundation Trust, Royal Free London NHS Foundation Trust, St George's University Hospitals NHS Foundation Trust, University College London Hospitals NHS Foundation Trust, Barts Health NHS Trust and Barking, Havering and Redbridge University Hospitals NHS Trust.</p>

answer text <p>NHS England monitors clinical commissioning groups’ (CCGs) performance against the recovery target for people who have received psychological therapies through the Improving Access to Psychological Therapies (IAPT) programme.</p><p>The Department is working closely with NHS England to reduce the variation in recovery rates across CCG areas. Key factors that have been identified are variation in data quality, waiting times, numbers of sessions completed by patients, leadership and supervision of services and particular challenges in areas with high deprivation.</p><br /><p>NHS England is working with good performers and is analysing data from the IAPT programme to better understand factors that impact on recovery performance.</p><p>NHS England is also supporting lowest performing IAPT providers to improve their recovery rates and is offering workshops to spread good practice to all commissioners and providers.</p> more like this
