answer	answer is ministerial correction date of answer 29/06/2017 answer text <p>We are making £1.4 billion available by 2020 to improve the provision of children and young people’s mental health services (CYP MH), including £<ins class="ministerial">150</ins><del class="ministerial">250</del> million specifically to tackle eating disorders.</p><p> </p><p>This funding is delivering a major system-wide transformation programme to improve access and make services more widely available across the country, and implementing the vision set out in Future in Mind. To this end all clinical commissioning groups working with their partners, developed CYP MH Transformation Plans in 2015/16, incorporating them last year into their wider National Health Service Sustainability and Transformation Plans. These set out how local agencies are working together to improve children and young people’s mental health across the full spectrum of need.</p><p> </p><p>Later this year, the Government will publish a Green Paper on Children and Young People’s Mental Health focused on helping our youngest and most vulnerable members of society receive the best start in life. The CQC makes decisions on whether to register providers based on the requirements of the Health and Social Care Act 2008.</p><p> </p><p>The CQC provides assurance that all registered providers are meeting the relevant standards and then through a system of monitoring and ongoing inspection to make sure that standards are being maintained.</p><p> </p><p>The CQC has advised us that for the period July, August and September 2016 Coperforma held the contract with High Weald Lewes Haven Clinical Commissioning Group (CCG) to provide Patient Transport Services to the population of Brighton and elsewhere. The CQC has confirmed that Coperforma were registered to provide patient transport services during the period in question.</p><p> </p><p>The CQC has confirmed that Docklands Medical Services Ltd was not registered to provide patient transport services during the period in question. When it is brought to the attention of the CQC that a provider may have been delivering a regulated activity without registration, they investigate. If the CQC finds evidence to show that regulated activity is or has been delivered whilst unregistered then the CQC may prosecute. It is an offence under the Health and Social Care Act 2008 to carry out a regulated activity - in this case patient transport services - without being registered with the CQC. The CQC is investigating whether an offence has been committed.</p><p> </p><p>The Department understands that <ins class="ministerial">when</ins> the High Weald Lewes Havens CCG identified that the <ins class="ministerial">CQC registration in question related </ins><del class="ministerial">registered provider Coperforma had subcontracted service delivery</del> to Docklands Medical Services <ins class="ministerial">(London)</ins> <del class="ministerial">Ltd</del> <ins class="ministerial">rather than Docklands Medical Services Ltd, they contacted </ins><del class="ministerial">and immediately instructed</del> Coperforma <ins class="ministerial">asking them to confirm the relevant CQC registration status.</ins><del class="ministerial"> to cease using Docklands Medical Services Limited as a subcontractor. answer	answer is ministerial correction date of answer 17/10/2016 answer text <p>The procurement of local health services by means of competitive tendering is a matter for the local National Health Service.</p><p> </p><p>We are advised by NHS England that Greenwich Clinical Commissioning Group’s Turnaround Director and Musculoskeletal (MSK) Programme Manager met the senior management team of Lewisham and Greenwich Healthcare Trust in March 2016. We understand that the implications of the MSK service procurement were discussed in detail, and that there were no concerns with regard to the viability of any other services the Trust provides.</p><p> </p><p>We are further advised by NHS England that it undertook an assurance of the procurement process for the MSK service in Greenwich in August 2016<ins class="ministerial">. Comparative rates are set out in the <ins class="ministerial">attached</ins> table<del class="ministerial"> below</del>.</p><p> </p><p>Because of the allowance based approach to weekend working, the effective hourly rate juniors are paid will vary depending on how many hours they work over how many weekends. In almost all cases junior doctors will receive weekend pay better than other National Health Service professional staff.</p><p> </p><p>A typical rota for a junior doctor involves an average of 6.5 hours a week being worked at weekends. (i.e. they work two long shifts of 13 hours every four weekends). question text	To ask Her Majesty’s Government, further to the Written Answers by Earl Howe on 28 October 2013 (WA 213) and 5 December 2013 (WA 60–1), whether they will now answer the question why Public Health England, in comparing the percentages with dental fluorosis in fluoridated populations published by McGrady et al in 2012 with those from the York systematic review, cited small categories of fluorosis which were not found in the York review, but omitted the statistically comparable total-fluorosis figures of 55 per cent in fluoridated Newcastle against 48 per cent worldwide in the York review in 2000.

When discussing the public health impact of this condition, it is useful to distinguish between mild to moderate dental fluorosis and more severe fluorosis which is likely to be of concern from a cosmetic perspective, rather than overall levels.</p><p> </p><p>The study described in the paper by McGrady et al in 2012 photographed teeth in order to reducing potential examiner bias, a key recommendation of the York Review. The results might therefore not be directly comparable to the results of studies using older methodology.</p><p> </p><p>Public Health England’s 2014 water fluoridation health monitoring report was published subsequent to the responses given on 28 October 2013 and 5 December 2013 and included a section on dental fluorosis, drawing upon the 2012 report by McGrady et al. A copy of <em>Water Fluoridation Health Monitoring Report for England 2014</em> is attached.</p><p> </p><p>The report displayed the individual categories of dental fluorosis that were used in the 2012 report by McGrady et al, including the proportion who showed no signs of dental fluorosis in the two cities studied. The proportion of children with dental fluorosis (TF score &gt;0) was 55% in Newcastle compared to 27% in Manchester. Fluorosis recorded at a level of TF3, considered to be mild or mild to moderate, was 6% in Newcastle and 1% in Manchester. The prevalence of higher scores (TF4 or greater) was very low in both cities.</p><p> </p><p>The methodology described in the 2012 paper by McGrady et al may give higher estimates of dental fluorosis compared to the direct examination by a dentist used in other surveys.
