answer text <p>The UK has publicly expressed its support for referring the situation in Syria to the International Criminal Court (ICC). In May 2014, the UK co-sponsored a UN Security Council resolution to refer all those responsible for war-crimes and crimes against humanity in Syria, regardless of affiliation, to the ICC. Russia and China chose to veto this resolution. Russia has since vetoed five resolutions on Syria.</p><p>The UK has a long-standing commitment to accountability and this will not alter. The UK continues to believe that those responsible for war crimes must be held accountable, that any process of justice must primarily benefit Syrians and Syria as a country, and that the exact nature of the process is for Syrians to agree.</p><p>We fully support the work of the independent UN Commission of Inquiry and have stressed our support for their work in recent discussions with partners, including at recent sessions of the UN Human Rights Council. In support of a future process of justice, we have also supported with partners the compilation of case files of evidence of atrocities approximating to ICC standards, which may form an important part of a future process to hold those responsible to account.</p>

answer text <p>Ministers and officials from both the Foreign and Commonwealth Office (FCO) and other Government Departments frequently discuss the counter-Daesh campaign, and Gulf states' contributions to it, with our Gulf partners. Looking just at the last month: on 27 October, I discussed these issues with our Gulf partners at the Global Coalition's Communications Working Group in Abu Dhabi, which I co-chaired with the United Arab Emirates (UAE) and US; I had addressed the subject on 19-20 November at the 2016 Sir Bani Yas security forum in the UAE; and on 16-17 November, FCO officials discussed these issues with Gulf partners at the Global Coalition's Co-Leads and Small Group meetings in Berlin.</p> more like this

answer text <p>There has been good progress on the areas agreed at the Warsaw Summit including: Operation SEA GUARDIAN went live on 9 November, allowing NATO ships to conduct surveillance activities, counter-terrorism and capacity building of regional navies in the Mediterranean; long-term training and capacity building of Iraqi Armed Forces inside Iraq from January 2017; and the deployment of an Enhanced Forward Presence of four multinational battalions to the east of the Alliance in 2017.</p><p> </p><p>The Prime Minister and the Defence Secretary hosted NATO Secretary General Jens Stoltenberg in London on 23 November to discuss and maintain the momentum on this and other important security issues. The Foreign Secretary will attend NATO's meeting of Foreign Ministers in Brussels in December to further discuss work to implement the Warsaw commitments.</p> more like this

answer text <p>The UK is not a member of the Six Party talks, but we maintain a close dialogue with all participants, including the Democratic People’s Republic of Korea (DPRK). Through our bilateral engagement with DPRK we have made clear to the regime that their nuclear and ballistic missile programmes are in violation of United Nations Security Council Resolutions and that the DPRK should return to credible and authentic multilateral talks on denuclearisation. We assess that the resumption of Six Party talks is unlikely given the current situation and only if the DPRK agrees to discuss denuclearisation.</p> more like this

Friend the Member for Uxbridge and South Ruislip (Boris Johnson) has not discussed this issue directly with the NATO Secretary General. At the NATO Warsaw Summit in July 2016, Heads of Government called on the Democratic People’s Republic of Korea’s (DPRK) to immediately cease its nuclear and ballistic missile programmes in a complete, verifiable, and irreversible manner. The Secretary General issued a statement on 9 September condemning the DPRK’s fifth nuclear test and called on it to fully respect its international obligations and commitments, including UN Security Council Resolutions.</p> more like this

answer text <p>Since the unanimous adoption of UN Security Council Resolution (UNSCR) 2270 in March 2016, which the UK strongly supported, the Government has been focused on ensuring that the Resolution is implemented fully and effectively by all UN Member States. We continue to have discussions with partners in the region to ensure that UNSCR 2270 and all previous sanctions measures are enforced in order to limit the ability of the Democratic People’s Republic of Korea (DPRK) to fund its nuclear and ballistic missile programmes. The UK operates one of the toughest export control and counter-proliferation systems in the world and looks to share British expertise on sanctions wherever possible. Following the DPRK’s fifth nuclear test on 9 September, the UK is working with the UN Security Council and key partners to ensure there is a robust multilateral response to this violation of successive UN resolutions.</p> more like this

answer text <p>As a member of the Board of Governors of the International Atomic Energy Agency (IAEA) and a member of the Joint Commission established under the 2015 Joint Comprehensive Plan of Action (JCPoA), the UK continues to be in a close and continuous dialogue with the IAEA, Iran and our E3+3 partners concerning implementation of the JCPoA. answer text <p>Cooperation between NATO and the EU in maritime security, as well as in other areas of security policy, is a key priority for HMG, and one which we raise regularly in discussions with EU and NATO counterparts.</p><p>The UK strongly supported the tasking from the NATO Warsaw Summit in July for improving such cooperation, where we believe NATO and the EU have complementary roles to play. In the current operations, this mean cooperation in the Aegean Sea, to tackle irregular migrant flows between Greece and Turkey, and co-ordination in respect of Operation Sophia in the Mediterranean Sea, and anti-piracy activities in the Indian Ocean.</p> more like this

answer text <p>The Foreign Secretary, my Rt Hon Friend the Member for Uxbridge and South Ruislip (Mr Johnson) met the Chief Minister of Gibraltar in London on 16 July. The then Minister for Europe, my Rt Hon Friend the member for Aylesbury (Mr Lidington) spoke to the Chief Minister twice by telephone on 24 June about the outcome of the referendum. He also met the Chief Minister on 28 June in London to discuss the potential implications, and again on 11 July alongside the then Chancellor of the Duchy of Lancaster, my Rt Hon. Friend the Member for West Dorset (Mr Letwin). In addition, officials continue to be in frequent contact with their Gibraltarian counterparts.</p><p>In all of these discussions, the former Minister of State made clear the outcome of the referendum does not affect the United Kingdom’s steadfast and longstanding commitment to Gibraltar, and its guarantee to stand by the double-lock on sovereignty.</p><p>The Government has also confirmed that, as it prepares for the process to leave the EU, we will fully involve Gibraltar to ensure that all of its interests are taken properly into account. In the meantime, the Government will continue to take whatever action is necessary to safeguard Gibraltar, its people and its economy, including maintaining a well-functioning Gibraltar-Spain border.</p>
