It is clear that there is no military solution to the conflict.</p><p>The US-Taliban agreement is a positive milestone. Our security experts take account of many factors in providing advice on whether it is safe to fly to certain destinations and the Government has not yet concluded that it is right to lift the restrictions on direct UK flights to and from Sharm el-Sheikh. We look forward to achieving the return of flights once the situation allows. Our priority is to implement the new bilateral arrangements which were concluded with the Overseas Territories in 2016. answer	answer is ministerial correction date of answer 16/11/2016 answer text <p>The Core Services from BBC Monitoring will be defined and set down in the new Monitoring Agreement that will run from 2017 to <ins class="ministerial">2028. </ins><del class="ministerial">2018.</del> This agreement will be an improvement on the existing [2013-2016] scheme, as it will be better focussed, reflect changes in the nature of open source information and have improved performance monitoring and strategic prioritisation mechanisms to ensure BBCM outputs remain topical, reflective of new media and focused on customer needs.
