answer	answer is ministerial correction date of answer 07/03/2016 answer text <p>The Decision of the Heads of State or Government, meeting within the European Council, concerning a new settlement for the United Kingdom within the European Union, section C, paragraph 1, recognises that the United Kingdom is “not committed to further political integration into the European Union”. This will be incorporated into the Treaties at the time of their next revision “so as to make it clear that the references to ever closer union do not apply to the United Kingdom”.</p><p>In addition, the Decision states that “the references in the Treaties and their preambles to the process of creating an ever closer union among the peoples of Europe do not offer a legal basis for extending the scope of any provision of the Treaties or of EU secondary legislation. They should not be used either to support an extensive interpretation of the competences of the Union or of the powers of its institutions as set out in the Treaties. . . answer	answer is ministerial correction date of answer 15/02/2016 answer text <p>We condemn the recent actions of the Syrian regime, driving civilians from their homes in and around Aleppo, and question the role of Russia in supporting this offensive. We are appalled by the humanitarian impact of these developments and the ongoing war in Syria. We assess that there are over 30,000 Internally Displaced Persons (IDPs) as a result of this action. On 8 February 2016, the UN’s Office for the Coordination of Humanitarian Affairs released an initial assessment which estimated 80 per cent of IDPs to be women and children. We welcome Turkey’s generosity in hosting over 2.5m Syrian refugees in Turkey, a commitment reaffirmed by Prime Minister Davutoğlu at the 4 February London Syria Conference. The Turkish Deputy Prime Minister and Foreign Minister have made clear that Turkey will continue to allow refugees to enter Turkey. We are also aware of our legal obligations as regards the licensing of arms for export to Saudi Arabia and elsewhere.</p><p>The UK operates one of the most rigorous and transparent arms export control regimes in the world. All arms export licence applications are carefully assessed on a case by case basis against the Consolidated EU and National Arms Export Licensing Criteria, taking intoaccountall relevant information, to ensure compliance with our legal obligations, including under international law. A licence will not be issued, for any country, if to do so would be inconsistent with any provision of the mandatory Criteria. This includes the export of arms to Saudi Arabia. The national service system was one of the reasons the Foreign and Commonwealth Office (FCO) listed Eritrea as a “Country of Concern” in its annual Human Rights Report (2014). The report set out that civilian national service has often included work for government and state-owned companies on low salaries, exposing the Government of Eritrea to the allegation of using forced labour. We have been clear to the Government of Eritrea that it must amend or abolish its national service system. Eritrean government representatives have assured UK officials that the term of service will be strictly limited to 18 months for all new recruits starting from March 2015. We will continue to monitor the situation closely. FCO officials recently met with representatives of the Canadian mining company, Nevsun Mining, who operate the largest mine in Eritrea. This commitment was demonstrated by the launch in December 2014 of the UK Implementation Plan to accompany our National Action Plan (NAP) on WPS and my appointment in June by the Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron), as his Special Representative on Preventing Sexual Violence in Conflict. The UK is also a strong advocate internationally for the protection of civilians in conflict, including ensuring that protection of civilians is integrated across both humanitarian and development work. All these agendas span multiple strands of the Strategic Defence and Security Review (SDSR).
