The UK does not have any diplomatic presence in Syria and staff are unable to travel to Syria due to significant security threats. This conference brought together Syrian Kurdish and Arab parties that reside in Northern Syria. They discussed the future of the country after four years of war and agreed on the creation of the Syrian Democratic Council, the political branch of the Syrian Democratic Forces. Their final statement says that the Syrian crisis must be solved through negotiation, the fight against terrorism and political change through a transition, followed by free and fair elections and a new constitution. answer	answer is ministerial correction date of answer 21/12/2015 answer text <p>The British Government is a strong supporter of Serbia and Kosovo’s respective EU paths, which are dependent on full normalisation of relations between the two countries. Progress requires full implementation of all agreements reached, including the Brussels Agreement of 19 April 2013, and is managed through the EU facilitated Dialogue. We make regular representations to encourage both governments to fully implement all agreements. Following a successful Dialogue meeting in August, the Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), issued a press statement on 26 August urging both Serbia and Kosovo to maintain this positive momentum. Members of all major communities of Syrian society participated in the Riyadh Opposition Conference. This included minorities such as the Kurds in the major political parties. Opposition representatives agreed to form a “High Negotiating Committee” to negotiate with the Syrian regime, under the auspices of the UN. The International Syria Support Group has agreed that protecting the rights of all Syrians regardless of ethnicity or religious domination is fundamental. answer	answer is ministerial correction date of answer 21/12/2015 answer text <p>The UK cooperates closely with Turkey on migration and Turkey has consistently confirmed that their borders remain open to genuine refugees. We commend Turkey’s generosity in hosting over 2.2 million refugees from the crisis in Syria and Iraq. Enhanced cooperation between the EU and Turkey is critical to resolving the current migration crisis. At the EU-Turkey summit on 29 November, the EU agreed €3billion of additional support to Turkey to help ease its refugee burden and prevent further irregular migration to the EU. Turkey and the EU also agreed to activate the migration action plan. Our Ambassador in Tel Aviv raised our concerns over the use of force, including lethal force, most recently on 19 November with the Israeli Minister for Strategic Affairs and Public Security. While the facts are not yet known, this illustrates the need for the peace process to be resumed and an end to violence from the Kurdistan Workers' Party (PKK). Our Ambassador in Ankara has publicly expressed his shock and sadness at Mr Elçi’s murder, and passed condolences to the families of the policemen also killed in these clashes.
