At the Arctic Council Ministerial meeting in May, we will reaffirm our commitment to support the Arctic Council in its work to promote cooperation and coordination on issues of sustainable development and environmental protection, and to work in partnership with the eight Arctic States and the region's indigenous peoples to that end. The Arctic Council does not discuss security or defence matters. answer text
We have serious concerns about the human rights situation in Xinjiang and the Chinese Government’s deepening crackdown; including credible reports that over one million Uyghur Muslims have been held in re-education camps, and reports of widespread surveillance and restrictions targeted at ethnic minorities. Visits to Xinjiang by diplomats from our Embassy in Beijing have corroborated much of this open source reporting.

At the most recent session of the UN Human Rights Council, I raised our concerns about Xinjiang during my opening address. The UK also raised concerns about Xinjiang during our Item 4 National Statement and we were among a group of states to co-sponsor a US-led side event on the topic.

We were aware of calls by non-governmental organisations for the establishment of an independent international fact-finding mission to Xinjiang but no state took this up at the Human Rights Council. We believe that China should grant access to Xinjiang to independent international human rights mechanisms and implement the recommendations of the UN Committee for the Elimination of Racial Discrimination (CERD). We reiterated these points both in the formal session of the Human Rights Council and in the US-led side event through our Permanent Representative in Geneva.

answer text
On 26 March officials from our Embassy in Washington raised our concerns with US counterparts about the US Presidential Proclamation recognising that the Golan Heights are part of the State of Israel. We are clear that the UK views the Golan Heights as territory occupied by Israel. Annexation of territory by force is prohibited under international law, including the UN Charter. The UK did not recognise Israel's annexation in 1981 and we have no plans to change our position. On 26 March we joined Belgium, France, Germany and Poland at the UN Security Council in reiterating this position.
more like this

answer text
The inaugural meeting of the International Contact Group (ICG) took place in Montevideo on 7 February 2019. The ICG commissioned two Technical Working Groups, one on elections and one on humanitarian aid, that visited Caracas between 20-22 March. The ICG Ministerial meeting in Quito on 28 March agreed to continue work on its twin objectives of securing the right conditions for free and fair Presidential elections and of improving access to humanitarian aid for the Venezuelan population. The ICG also agreed to coordinate more closely with the Lima Group of countries. At the Quito meeting, the EU announced an additional €50 million in emergency assistance to Venezuela, as part of its commitment made in February at the inaugural meeting of the ICG in Montevideo. The ICG will meet again in Costa Rica in May.

The Quito declaration underlined the need to restore Venezuela's full democracy and constitutional order in a peaceful manner, starting with the respect for the constitutional mandate of the democratically elected National Assembly. The solution to the crisis lies in giving the voice back to the people in democratic elections, in line with international standards.

answer text
The UK supports the democratic process in Tunisia and continues to follow developments closely. Successful municipal elections in May 2018 were an important milestone in the country's democratic transition, ahead of the legislative and Presidential elections due at the end of this year. Any potential changes to the 2014 Constitution amending the division of powers between the President and the Head of Government would need to be agreed by the Tunisian parliament. There is a clear Constitutional process in place to address such issues.
more like this
