answer	answer is ministerial correction date of answer 25/04/2019 answer text <p><del class="ministerial">I</del> <ins class="ministerial">Lord Ahmad of Wimbledon </ins>spoke to the Secretary General of the Commonwealth about the situation in Brunei on 4 April. The Secretary General is in contact with the Government of Brunei and is working through Commonwealth channels.</p><p>​The UK encourages all Commonwealth partners to protect and promote the values in the Commonwealth Charter, including its opposition to all forms of discrimination. We have made clear that nobody should face persecution or discrimination because of who they are or whom they love.</p><p>Brunei is one of several Commonwealth countries that imposes corporal and capital punishments. It has now introduced new potential penalties under the Sharia Penal Code.</p><p>We have raised our concerns with the Government of Brunei. question text	To ask Her Majesty's Government, further to the response by Lord Ahmad of Wimbledon on Yemen on 1 April (HL Deb, cols 59–65),  in which years the UK participated in coalition naval enforcement measures in Yemen’s territorial waters that put in effect UN Resolution 2216, adopted by the UN Security Council in April 2015, that prohibited the delivery of arms to Houthi rebels; what steps they have taken in response to the final report of the UN Security Council Panel of Experts on Yemen, published on 26 January 2018, which stated that the closure of the port of Hodeidah in November 2017 “had the effect of using the threat of starvation as an instrument of war”; and what assessment they have made of the success of Royal Navy officers in the coalition’s operational command rooms in ensuring the delivery of lawful shipments of food, water and equipment for the maintenance of water treatment plants to Yemen’s ports.

In November 2017, following an attempted Houthi ballistic missile strike on Riyadh, the Coalition introduced access restrictions on Red Sea ports. These restrictions were lifted two months later following concerted UK diplomacy and additional UK support to the UN Verification and Inspection Mechanism (UNVIM). This included the International Development Secretary’s own visit to Saudi Arabia, where she made detailed operational requests on access and pushed for unconstrained access to be granted across the country. answer	answer is ministerial correction date of answer 08/04/2019 answer text <p>The Foreign Secretary spoke to Brunei's Second Minister for Foreign Affairs, Dato Erywan, on 4 April in order to express the UK's deep concern over Brunei's decision to implement the final phases of the Sharia Penal Code.</p><p>The Minister for Asia-Pacific delivered a statement to the House of Commons on 4 April addressing the UK position on the implications of Brunei's decision.</p><p>We have repeatedly lobbied Brunei about their plans to introduce hudud punishments. The Minister for Asia-Pacific raised this with the Sultan and Bruneian ministers during his visit to Brunei Darussalam in August 2018.</p><p>Commonwealth Heads of Government most recently met in the UK in April 2018. His Majesty The Sultan of Brunei Darussalam was present. A communique issued by the leaders included the most progressive language yet on LGBT rights, complimented by an historic speech from the Prime Minister. The UK strongly supports and defends the rights of the LGBT+ community globally. The UK opposes the death penalty in all circumstances and all its forms.
