answer text <p>The primary barrier to the flow of arms to al Shabaab in Somalia is the UN Security Council (UNSC) arms embargo imposed with Resolution 733 in 1992. As a permanent member of the Security Council, the UK fully supports this embargo.</p><p>The partial suspension of the arms embargo in Resolution 2317 (2016) was designed to allow the Federal Government to obtain the equipment needed to develop the Somali national security forces, which are critical for Somalia's long-term security. Safeguards exist within the framework of the suspension. These include restrictions on heavy weaponry, monitoring mechanisms, and requirements to notify and report to the UN. The Monitoring Group's mandate was also extended, to 15 December 2018, in UNSC Resolution 2385 (2017). Individuals who abuse the suspension may also be listed under the sanctions regime.</p> more like this

answer text <p>The UK is deeply concerned by the continuing violence in many parts of the Democratic Republic of Congo that is leading to civilian deaths. We frequently raise our concerns with the Government of the Democratic Republic of Congo since it has primary responsibility for bringing those responsible for unlawful killings to justice. Alongside our international partners we have called on the Government of the Democratic Republic of Congo to investigate these crimes swiftly and bring the still unidentified perpetrators before national courts. The International Criminal Court is an independent body and a Court of last resort, which is complementary to national legal systems. It investigates potential crimes only when the domestic authorities are unwilling or unable to bring perpetrators of the most severe crimes to justice themselves.</p> more like this

answer text <p>​The UK has discussed the dire situation in Eastern Ghouta with the UN on numerous occasions and in several fora, including at the UN Security Council and with UN Envoy Staffan De Mistura and his team. The UK has also consistently raised its concerns at the Ceasefire Task Force meeting of the International Syria Support Group, attended by the Office of the Special Envoy for Syria. The Foreign Secretary made a statement in the House of Commons on 26 February regarding the tragic situation in Eastern Ghouta. He set out what actions the British Government is taking in response to the crisis, and called upon the Asad regime to respect the ceasefire demanded by UNSC resolution 2401 and allow delivery of aid to the enclave.</p> more like this

answer text <p>​The UK is closely following preparations for upcoming elections in Sierra Leone and calls for all parties to deliver free, fair, inclusive and peaceful elections. We fully support the EU Election Observer Mission, which has deployed 28 long term observers. A further 40 short term observers will deploy closer to the election day of 7 March. The UK has contributed to this mission, deploying 5-10 observers. The National Electoral Commission and other independent electoral bodies also have important roles and they must conduct themselves in a transparent and independent manner.</p> more like this
