Friend the Member for Uxbridge and South Ruislip (Boris Johnson)'s words reflected overwhelming concern at Russia's actions in Syria which are contributing to the violence in that country. The Foreign and Commonwealth Office takes the security of all staff overseas very seriously, in line with duty of care obligations, and regularly reviews security at missions overseas including when there are demonstrations outside of our premises.</p> more like this

answer text <p>The Government supports Turkey’s EU accession process, which remains the most effective mechanism for us to support continuing reform in Turkey. However, Turkey’s accession is not on the cards for many years to come. Turkey first applied for associate membership of the European Economic Community in 1959, and there remains a very significant amount of detailed work to do before Turkey is ready to join the EU. The question of whether to hold a referendum would therefore be for the Government of the day, at that time, and for Parliament at that time, when it came to consider the primary legislation which, under the European Union Act 2011, is required before the UK can ratify any new accession.</p> more like this

The Government's position is that the UK will be stronger, safer and better off remaining in a reformed EU. answer text Decisions on accession to the EU are subject to strict conditionality, and made on a case by case basis. All new accessions are subject to agreement by all 28 Member States at every step of the negotiations. If and when, at the end of successful negotiations, Member States have unanimously agreed to admit a candidate country to membership, the resulting Accession Treaty must be ratified by each Member State in accordance with their own respective national arrangements, and also approved by the European Parliament. In the case of the UK, the EU Act 2011 requires any Accession Treaty to be ratified by Act of Parliament. more like this

answer text <p>Free Movement of People and Capital are covered under the EU acquis, (primarily in Chapters 2 and 4), as part of the accession process of any new Member State. However Article 49 of the Treaty on EU makes clear that the EU and the applicant state will agree the conditions of admission and any adjustment to the treaties ahead of a candidate country joining the EU. As a result transitional controls have been introduced to the Free Movement of Workers. In their current form, these transitional controls allow a Member State the option of delaying the implementation of free movement for a maximum of seven years after the date of accession. The Government is seeking to reform these measures as set out in the 22 February 2016 White Paper “The Best of Both Worlds: the United Kingdom’s Special Status in a Reformed European Union”, and the Prime Minister, my Rt Hon. Friend the Member for Witney (Mr Cameron), has made it clear that we will not agree to further enlargement taking place before such reforms have been agreed and implemented.</p><p>All decisions about the accession of a new member to the EU require unanimous agreement of all existing members. In addition, any accession to the EU would under the EU Act 2011 need to be ratified by Act of Parliament.</p>
