answer text <p>While we have not discussed this specific situation with the Israeli authorities, we have made it clear that any forcible transfer would be a breach of international humanitarian law and would have serious ramifications on Israel's international standing. Together with EU partners, we continue to urge the Israeli Government to meet its obligations regarding the living conditions of the Bedouin population in Area C, including by halting forced transfer of population and demolition of Bedouin housing and infrastructure, ensuring access to water and addressing humanitarian needs.</p><p>On 3 November, the Parliamentary Under-Secretary for Foreign and Commonwealth Affairs, my Hon. answer text <p>We regularly speak to a variety of sources about the situation of the Bedouin communities in Area C of the West Bank, including UN Office for the Coordination of Humanitarian Affairs, United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) and UN Office of the United Nations High Commissioner for Human Rights. answer text <p>President Kabila’s explanation that the delay of Presidential elections is due to the lack of international financial support is incorrect. The primary reason why they are being delayed is the failure of President Kabila and his government to take the necessary steps to deliver elections on time, in accordance with the Democratic Republic of Congo’s constitution and the obligations he has to the Congolese people.</p><p>Independent experts have confirmed that Presidential elections in 2017 are possible. The EU stands ready to provide financial support for a transparent election process based on an inclusive political agreement and a clear timetable approved by stakeholders, provided that all the conditions set out in the Constitution and in UN Security Council Resolution 2277 are met. The UK has earmarked £11.4 million to support the electoral process, which will be disbursed under similar conditions. answer text <p>​The Government has funded a number of projects to monitor and report on settlement expansion in East Jerusalem and the West Bank, and to protect vulnerable Palestinian communities from the effects of settlement expansion. Accurate data on settlement expansion is vital in tracking negative developments and enabling us to express our very strong concerns publicly to the Israeli government. The UK’s position on settlements is clear: they are illegal under international law, present an obstacle to peace and take us further away from a two-state solution. We will continue to raise our objections to settlements with the Israeli government. The increased pace of settlement advancement, including moves to approve retroactively unauthorised settlement units and outposts, fundamentally calls into question Israel’s commitment to the two-state solution.</p> more like this
