It has our support in pursuing the mandate it was given under the Rome Statute. The Foreign Secretary raised the ICC with US Secretary of State Pompeo recently and highlighted the UK’s ongoing support for international criminal justice and accountability.

more like this

answer text
Following the release of the UN Fact Finding Mission summary report on 27 August, UK officials urgently discussed the report and its recommendations with US officials. These include the recommendations that the Security Council refers to about the situation in Burma, to the International Criminal Court. The Foreign Secretary and I addressed accountability with the US and, a range of other counterparts at the UN General Assembly in late September. Our assessment is that there is still insufficient support within the Security Council for referral to the ICC. We will continue to keep this under constant review.
more like this

answer text
We take every opportunity to raise our concerns about political freedoms in Cambodia. I expressed my dismay about the recent elections and the fact that there was no credible opposition to Prime Minister Hun Sen, Deputy Prime Minister Sar Kheng and Foreign Minister Prak Sokhonn during my visit to Cambodia from 21-23 August. I also met leading representatives of civil society during the visit, to hear about the ongoing challenges they face and what more we can do to assist them. At the 39th UN Human Rights Council on 11 September, the UK urged Cambodian authorities to lift restrictions on political debate and media freedom, drop all charges against and restrictions on opposition leader Kem Sokha, and create the conditions for a proper functioning democracy.

We shall continue to work closely with the EU and other like-minded partners, to press the Cambodian authorities to take further steps towards restoring the conditions for a fully functioning multi-party democracy.

answer text
In line with HM Treasury (HMT) guidelines, we are required to recover the full cost of providing all of the Foreign and Commonwealth Office's (FCO) consular services, including the provision of Emergency Travel Documents (ETDs). Fees introduced in April 2016 took account, for the first time, of the full cost of providing consular services and forecast income over the Spending Review period. Consular services are funded through income received from the Consular premium (£14.93 on each standard passport issued) and fees charged for specific services provided to British nationals abroad (for example, the issue of ETDs) and legalisation services provided in the UK. Fees are differentiated between types of service. The fee for providing any individual service is the same throughout the overseas network.

We conduct an annual review of consular fees to ensure that the fees charged are appropriate and reflect the costs of providing consular services. The costs attributed to providing consular services fluctuate from year to year depending on the overall cost to Government of operating the overseas network and how these are shared amongst the different Government Departments and FCO services using the platform. The Consular Fees Model then further allocates costs across four categories of service (providing assistance, ETDs, notarial acts and legalisation of documents). For example, the increased cost in 2017-18 reflects changes to how the Consular Fees Model makes use of staff activity recording which should allow for more consistency in future, but does make comparison with prior years less relevant.

Year

Total Cost of Issuing ETDs

2013-14

£7,493,409

2014-15

£5,046,453

2015-16

£4,632,489

2016-17

£8,257,673

2017-18

£12,918,549

We believe it is important to give the Group of Eminent Experts more time to fully examine the conflict and to ensure that its conclusions accurately reflect the conduct of all parties in future reporting. The UK joined the consensus on the Resolution that established the Group of Eminent Experts last year and we hope the UN Human Rights Council will renew its existing mandate this year.

We regularly raise the importance of compliance with international humanitarian law with the Saudi Arabian Government and other members of the Coalition.
