answer	answer is ministerial correction date of answer 19/06/2014 answer text <p>Assad's regime has been using siege tactics against civilian populations, sometimes forcing them into a position where they accept a truce as a way of being allowed food and medicine. We saw this approach in Homs, and elsewhere. We do not believe that this is a model which should be replicated in other places in Syria. UN Security Council Resolution (UNSCR) 2139 called for an end to the regime's use of siege tactics, and for aid to reach those who need it. This is not currently happening, as the UN has made clear in its last three reports on UNSCR 2139. The regime bears primary responsibility for the humanitarian crisis, and Resolution 2139 must be implemented in full. We welcome the agreement reached between President Salva Kir and Riek Machar to work towards the formation of a transitional government of national unity. This is a further positive step. But both parties must continue to engage constructively in the Intergovernmental Authority on Development (IGAD)-mediated peace talks in Addis. The UK, along with our troika (UK, US and Norway) and EU partners, continues to support IGAD efforts to resolve the crisis with both financial assistance and expertise. The UK Special Envoy to the South Sudan peace talks has attended each session of the talks in an advisory capacity since his appointment in January this year, including when the latest agreement on transitional government was reached on 10 June. The Special Envoy has also met with both parties in South Sudan and has engaged regional leaders whose influence is vital to the peace process. In both countries, intelligence work takes place within a strong legal framework. Our intelligence-sharing work with the US is subject to Ministerial and independent oversight and scrutiny by the Intelligence and Security Committee. Our primary approach to supporting human rights defenders is to work with and through multilateral institutions such as the EU and the UN to support national efforts. These bodies have the expertise and resources to fulfil this important role in country. The UK played a significant part in the EU's recent decision to increase support to human rights defenders in Afghanistan, including plans to refresh the 2010 EU Strategy on Human Rights Defenders. The UK will work with the EU and other Member States to ensure that the refreshed strategy recognises the specific challenges that women human rights defenders face.
