We agree on the importance of the US' bringing forward detailed proposals for a viable peace agreement that addresses the legitimate concerns of both parties. answer	answer is ministerial correction date of answer 05/12/2018 answer text <p>We remain deeply concerned about the persecution of Christians, Muslims, Buddhists, Falun Gong practitioners and others on the grounds of their religion or belief in China. The freedom to practise, change or share ones faith or belief without discrimination or violent opposition is a human right that all people should enjoy. We believe that societies which aim to guarantee freedom of religion or belief are more stable, prosperous and more resilient against violent extremism.</p><p>We raise the full range of our human rights concerns with the Chinese authorities. We recently raised our concerns over restriction of freedom of religion or belief with the Chinese Government in our 27 June 2018 statement at the UN Human Rights Council and during China’s Universal Periodic Review (UPR) in November 2018.</p><p>We also highlighted our concerns in the Foreign and Commonwealth Office’s (FCO) Annual Report on Human Rights and Democracy. The report contains details of work the FCO has carried out during the past year to promote human rights, including freedom of religion or belief in China and globally.</p><p>All British nationals travelling and living in China should pay close attention to the FCO Travel Advice in the first instance. Christians with non-Chinese passports who wish to worship in China are granted the freedom to do so, but under certain conditions which include a ban on evangelism and to only worship with other foreign passport holders. answer	answer is ministerial correction date of answer 05/12/2018 answer text <p>The UK Government is aware<ins class="ministerial"> that, on 20 November 2018, Italian authorities issued a warrant for </ins> <del class="ministerial">of</del> the seizure of the Marine Vessel Aquarius <del class="ministerial">by the Italian authorities</del> on grounds of waste pollution.<ins class="ministerial"> According to the ship's operators, the vessel has been at the French port of Marseille since 4 October 2018 and, in the absence of a Flag State, is unable to leave port. Consequently the warrant has not yet been executed. It</ins> <del class="ministerial">The vessel operated as a Search and Rescue vessel in the central Mediterranean by Non-Governmental Organisations (NGOs) 'SOS Méditerranée' and 'Médicins Sans Frontières' until September 2018. This matter is now subject to Italian legal processes and it</del> is not appropriate for the UK Government to comment<ins class="ministerial"> on the legal process initiated by the Italian authorities</ins>. <del class="ministerial">We recognise the importance of Search and Rescue in the Mediterranean and value the contribution of NGOs in saving lives at sea. We are concerned about the increasing fatality rate that has coincided with the effective cessation of the Search and Rescue operations in the central Mediterranean due to the lack of assurances over safe disembarkation arrangements. Our humanitarian support is carefully targeted to address the worst aspects of the detention centres in Libya, protect migrants' human rights and improve conditions. This includes providing essential relief items and medical consultations, and improving facilities. All of our work is underpinned throughout by the 'do-no-harm' principle, with various checks in place to consider possible risks to vulnerable migrants, and to ensure human rights compliance.</p><p>UK support for the Libyan Coastguard aims to increase Libya's ability to secure its own maritime borders in a human rights compliant way, with a focus on rescue activities and disrupting people smuggling. We remain concerned by the conditions faced by migrants in Libyan detention centres and have consistently raised this issue with the Libyan Authorities. The UK continues to provide humanitarian assistance to vulnerable refugees and migrants in detention centres, where possible to do so. We are concerned at how many countries are increasingly using restrictive laws to stifle freedom of expression and prevent the function of an independent media. The Forreign Secretary and other Ministers at the Foreign and Commonwealth Office have raised, and will continue to raise, the safety of journalists and media freedom in bilateral exchanges and visits. We most recently did so with counterparts over incidents in the Middle East, Africa and Asia in November 2018. The Minister for Asia and the Pacific, Mark Field, has repeatedly encouraged the Government of Bangladesh and opposition parties to engage in an effective dialogue to this end, and the power to deliver it lies with them. Through our High Commission in Dhaka we have been clear that the Election Commission should be allowed to continue its important work without interference. We have consistently made the case for international oversight of the election and the EU has agreed to send an Election Expert Mission. Through the Department for International Development funding, the UK will also support local observation of the general election. The Foreign Secretary raised his concerns regarding the next election in Bangladesh with Prime Minister Sheikh Hasina when they met at the UN General Assembly in New York on 24 September. In a call on 1 November with State Minister for Foreign Affairs, Shahriar Alam, the Minister for Asia and the Pacific again made the case for a free, fair and participatory election.
