The British Government looks forward to working with the Chief Executive-elect Carrie Lam when she takes office in July. I wrote to Chief Executive-elect Carrie Lam on 28 March to congratulate her on her victory. I have had no discussions with Carrie Lam since her election on 26 March.</p><p>Our Consul General in Hong Kong, Mr Andrew Heyn OBE met Chief Executive-elect Carrie Lam on 19 April and discussed deepening UK-Hong Kong cooperation when she takes office in July.</p> more like this

answer text <p>We have not made representations to the Government of Burma specifically on allowing the UK team of experts on sexual violence to visit Myanmar. Our recent focus has been on co-sponsoring the Resolution at the Human Rights Council in March which established a Fact Finding Mission to assess human rights abuses, including those of sexual violence in Rakhine. We urge the Burmese authorities to cooperate with the Mission as agreed by the Human Rights Council. We stand ready to support the Mission in any way we can. We will also continue to raise issues of conflict-related sexual violence with the Burmese authorities bilaterally.</p><p>The Minister of State for Foreign and Commonwealth Affairs, my noble Friend, the Rt Hon. Baroness Anelay of St Johns, raised these issues with Burmese Ministers when she visited Burma in November 2016 in her capacity as the Prime Minister's Special Representative on Preventing Sexual Violence in Conflict. She also called on the Burmese authorities to investigate allegations of sexual violence in a thorough and transparent manner.</p>

answer text <p>I discussed the importance of political reform in Hong Kong with Chinese Assistant Foreign Minister, Liu Haixing on 16 February in Beijing; and in my meeting with Wang Yongqing, Secretary-General of the Central Commission for Politics and Law in London on 17 February.</p><p>When I visited Hong Kong from 1-3 December 2016, I discussed the political situation with legislators from a variety of mainstream parties and the then Chief Secretary Carrie Lam (now the Chief Executive-elect). I encouraged all parties to play their part in rebuilding constructive dialogue to pave the way for the resumption of the political reform process.</p> more like this

answer text <p>​The Government takes a leading position on the protection and promotion of women's rights in Burma. The last substantive engagement was when the Minister for the Commonwealth and UN, my noble Friend, the Rt Hon. Baroness Anelay of St Johns visited Burma last November in her capacity as the Prime Minister's Special Representative for Preventing Sexual Violence in Conflict. In that capacity she specifically raised the issue of sexual violence with the Burmese Minister of Defence, where she pressed him to handle allegations of sexual violence against women in a thorough and transparent manner. She also attended a workshop to address stigma related to sexual violence in conflict, co-hosted by the Embassy and Tearfund.</p><p>In addition to political lobbying, protecting and promoting women's rights is mainstreamed throughout our programme work. A large part of the Department for International Development programme in Burma supports the women, peace and security agenda. The Foreign and Commonwealth Office has also funded, and continues to fund, organisations to help tackle sexual violence. As part of this we have translated the International Protocol on the Documentation and Investigation of Sexual Violence in Conflict into Burmese and promoted its use locally.</p><p>Human rights is central to our engagement with Burma, and we continue to press Burma to improve its human rights performance. To this end, the UK supported the Resolution at the UN Human Rights Council in March, renewing the mandate of the UN Special Rapporteur on the Situation of Human Rights in Burma, who has done much to report on violations, including of women's rights.</p>

answer text <p>​Legal issues in Hong Kong are a matter for the relevant authorities in the Hong Kong Special Administrative Region. We have therefore not raised the issue with the Chinese Government. We are aware of concerns about the timing of the charging of nine activists involved in the 2014 protests. The British Consulate General in Hong Kong has raised the issue with the Department for Justice. Hong Kong's success and stability depend on its high degree of autonomy, independent judiciary and respect for the fundamental rights and freedoms enshrined in the Sino-British Joint Declaration and the Basic Law.</p> more like this
