We note that the Kingdom of Saudi Arabia is not yet a state party to the Convention on Cluster Munitions, but have encouraged Saudi Arabia to accede to the Convention. The British Government has always been clear that any action taken must be in accordance with International Humanitarian law (IHL). answer	answer is ministerial correction date of answer 21/10/2015 answer text <p>The UK strongly condemns ISIL’s wanton destruction of cultural heritage in Syria and Iraq, including in Palmyra. The Foreign and Commonwealth Office helped secure UN Security Council Resolution 2199 which obliges all UN Member States to prevent the trade in Iraqi and Syrian cultural property that has been illegally removed from those countries.</p><p>But strong words and legal frameworks are not enough. As a key player in the Global Counter ISIL Coalition, the UK is committed to degrading and defeating ISIL, including through military action. By checking ISIL’s advance, the Coalition’s air campaign and support for partner military forces in Iraq and Syria has had the effect of protecting key historical sites in both countries. However, there is inevitably a limit to what we can do. The only way of safeguarding all historic sites from ISIL is by defeating them politically and militarily. That requires continued effort by the Global Coalition, as well as a more inclusive political settlement in Iraq, and an end to the conflict in Syria.</p><p>On 28 October I will be co-hosting a summit with the Secretary of State for the Department of Culture, Media and Sport, my Rt. Hon. answer	answer is ministerial correction date of answer 20/10/2015 answer text <p>The UK participated in the Senior Officials Meeting in Kabul in September 2015 at which a new Self-Reliance through Mutual Accountability Framework for development and poverty reduction was agreed between the Afghan government and the international community. The UK holds quarterly development cooperation meetings with the Afghan government to discuss its bilateral aid programme, as well as regular thematic discussions with Afghan ministers and officials.</p><p>UK officials raised the Afghan National Action Plan on women and girls with the Afghan government during the Senior Officials Meeting. The Plan was finalised and released in July and focuses on women’s economic empowerment, implementation of the Eliminating Violence Against Women law, improving women’s participation in the civil service, and addressing sexual harassment.</p><p>Afghanistan is one of six priority countries for the UK’s National Action Plan on Women, Peace and Security and this agenda covers priority areas where investing in women and girls can make a difference on gender equality and development for Afghanistan. The UK has been consistently clear with all sides to the conflict over the importance of compliance with international humanitarian law and international human rights law during this conflict. The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), spoke to Saudi Foreign Minister Al Jubeir on 29 September in the margins of the UN General Assembly, and underlined the importance the UK attaches to finding a political solution to the current crisis as soon as possible. We have raised our concerns with the Saudi Arabian government and have received repeated assurances of IHL compliance and continue to engage with them on those assurances. A political solution is the best way to bring long term stability to Yemen and avoid a humanitarian catastrophe. The UK is supplying a range of precision-guided weapons and munitions to assist the Royal Saudi Air Force under pre-existing arrangements. We are aware of reports of alleged violations of International Humanitarian Law (IHL) in Yemen by all sides to the conflict and take these very seriously. We have raised our concerns, including protection of cultural property, with the Saudi Arabian government and have received repeated assurances of IHL compliance and continue to engage with them on those assurances.
