answer	answer is ministerial correction date of answer 11/12/2018 answer text <p>​The Human Rights Watch report has made some serious and concerning allegations about human rights violations by the Palestinian Authority (PA) and we have raised our concerns with the Palestinian Ministry of Interior. Officials from our Consulate-General in Jerusalem continue to urge the PA to respect human rights, and have stressed the need to ensure freedom of speech, association and assembly. UK Official Development Assistance does not provide financial assistance or assets to support the PA agencies implicated in the Human Rights Watch report. We continue to have a no contact policy with Hamas in its entirety. The UK delivers training courses and supports the development of training institutions across the PA security sector. The ongoing conflict adds to the challenges around this. There have been signs of progress: October's parliamentary elections, the first Afghan-led and secured election since 2001, saw over four million Afghans vote. We are now working with partners to encourage Afghanistan's Election Management bodies learn lessons from these elections ahead of the presidential poll in 2019.</p><p>The UK believes that a political solution to the conflict between the Taliban and the Afghan government is the only way to achieve lasting stability in Afghanistan. answer	answer is ministerial correction date of answer 10/12/2018 answer text <p>The UK provided £92 million in response to the damage inflicted by Hurricanes Irma and Maria, and matched public donations to the British Red Cross Appeal up to a total of £3 million.</p><p>£72 million of the immediate response and early recovery funding was allocated to the UK Overseas Territories. This was managed through the cross-Whitehall Conflict, Stability and Security Fund (CSSF). The UK provided £35m for immediate humanitarian assistance and for reconstruction on Dominica and Antigua and Barbuda. The UK has also committed £19m towards longer term hurricane and disaster resilience work in the region.</p><p>On 27 November 2017 the Prime Minister announced a further £70 million package of support for the affected Overseas Territories to be delivered over the next three years, supplemented by up to £300 million of loan guarantees. UK Government Ministers urged their Turkish counterparts to do everything possible to minimise humanitarian suffering including the need to facilitate access for life-saving humanitarian aid in accordance with international humanitarian law.</p><p>DFID partners are delivering limited humanitarian assistance in Afrin and to those displaced from the district, where access allows. We regularly press both parties to resume direct negotiations towards a two-state solution. I discussed the issue of the Middle East Peace Process with the Israeli Ambassador to the UK on 11 October and the Palestinian Foreign Minister on 24 November. We continue to believe the best way to achieve this is through substantive peace talks between the parties leading to a two-state solution based on well-known parameters.
