The British High Commission in New Delhi, our network of Deputy High Commissions, as well as FCO officials in London, maintain a continuous assessment of the human rights situation across India, including with civil society groups in India. answer	answer is ministerial correction date of answer 05/03/2018 answer text <p>The primary barrier to the flow of arms to al Shabaab in Somalia is the UN Security Council (UNSC) arms embargo imposed with Resolution 733 in 1992. As a permanent member of the Security Council, the UK fully supports this embargo.</p><p>The partial suspension of the arms embargo in Resolution 2317 (2016) was designed to allow the Federal Government to obtain the equipment needed to develop the Somali national security forces, which are critical for Somalia's long-term security. Safeguards exist within the framework of the suspension. These include restrictions on heavy weaponry, monitoring mechanisms, and requirements to notify and report to the UN. The Monitoring Group's mandate was also extended, to 15 December 2018, in UNSC Resolution 2385 (2017). We fully support the EU Election Observer Mission, which has deployed 28 long term observers. A further 40 short term observers will deploy closer to the election day of 7 March. The UK has contributed to this mission, deploying 5-10 observers. In our bilateral exchanges and in multilateral fora, we continue to call on the North Korean government to acknowledge and address the many reports of serious and wide-ranging human rights violations in the country. In his end of session statement at the UN General Assembly's Third Committee in November last year, my noble friend Lord Ahmad welcomed the adoption by consensus of a resolution on North Korea and the international community's resolute condemnation of the North Korean regime's human rights abuses. answer	answer is ministerial correction date of answer 22/01/2018 answer text <p>Following the first round of the High Level Revitalisation Forum (RVF), on 21 December all parties to the conflict in South Sudan agreed a Cessation of Hostilities. However, violations have since taken place in many areas, causing civilian as well as combatant casualties. The second round of the RVF is scheduled to commence in February, and the British Government is continuing to encourage all parties to commit to the process with a genuine commitment to peace.</p><p>The conflict is estimated to have led to more than 100,000 deaths since it began in December 2013, but the fragile security situation means that accurate estimates are difficult to produce, and the real number of civilian casualties is likely to be significantly higher. Over 4 million people, a third of the population, have fled their homes, including 2 million who have fled to neighbouring countries.
