answer text <p>Intense fighting and insecurity on the ground in Yemen has resulted in restrictions being placed on commercial and humanitarian shipping. This is exacerbating the difficulty of distributing food and fuel to those who need it, making the humanitarian situation even worse.</p><p><br> The most important action to address the humanitarian situation, beyond a ceasefire, is to open up access for commercial and humanitarian goods. All parties to the conflict have a responsibility to ensure that any restrictions do not impede humanitarian access, and to facilitate immediate access to life-saving supplies, both into and within Yemen. The UK supports the UN Verification and Inspection Mechanism, which is now being established to address commercial shipping needs and we urge that this is implemented as soon as possible.</p> more like this

answer text <p>The UK operates one of the most thorough and robust export control and licensing systems in the world. All applications for strategic export control licences for military and dual-use goods are assessed on a case-by-case basis against the Government’s Consolidated EU and National Arms Export Licensing Criteria, in a manner consistent with the UK’s international obligations, including under the Arms Trade Treaty.</p><br /><p>The Consolidated EU and National Arms Export Licensing Criteria were updated in March 2014 before the UK’s ratification of the Arms Trade Treaty to ensure they were consistent with both the Treaty and the EU Common Position on Arms Exports. answer text <table><tbody><tr><td><p>The UK has pledged over £1.1 billion aid in response to the crisis in Syria and the region, making us the second biggest bilateral donor. The UK continues to play a leading role in encouraging the international community to make generous pledges in response to the humanitarian crisis. We lobbied hard to mobilise funding from other donors ahead of the third Kuwait Pledging Conference on 31 March 2015 which raised $3.8 billion. The UK is committed to working with the UN and other major donors to ensure that the momentum on fund-raising is maintained over the longer term, including to respond to the 2016 Appeals, once these have been issued.</p></td></tr></tbody></table> more like this

On 16 October the National Security Adviser, Mark Lyall Grant, spoke with Israel’s National Security Adviser, Yossi Cohen, about the violence in Jerusalem and called for de-escalation and the need to do everything possible to keep the situation calm. Safe zones in Syria would be a difficult and complex option, that would require significant military resource, and for which there is currently no Parliamentary support in the UK. At the international level, Security Council members continue to discuss a range of humanitarian responses to the conflict in Syria, but there is no agreement so far. answer text The Coalition has carried out more than 8,000 airstrikes in Iraq and Syria. Coupled with Iraqi ground troops’ operations, these have meant ISIL’s advances have been halted and 30% of the territory ISIL held in Iraq after its advance last summer has been regained. In Syria, Coalition airpower helped Kurdish forces retake Kobane and push ISIL back towards Raqqa. US Central Command, which coordinates Coalition airstrikes against ISIL, assesses that as of 8 Oct 2015, Coalition military action had destroyed or damaged over 13,500 ISIL targets in Iraq and Syria, including nearly 4,000 fighting positions. These are significant blows for an organisation whose strength prior to the launch of Coalition action emanated from its continued expansion and a false aura of invincibility. more like this

answer text <p>We regularly discuss these issues with the Egyptian government. We remain concerned about any steps taken by the authorities that constrain public freedoms enshrined in the constitution, including the passing of a protest law in November 2013, and decreasing space for civil society. The UK believes that freedom of expression, the right to peaceful assembly, and civil society are vital in any democracy. We urge the Egyptian government to ensure full implementation of the constitutional provisions for the free operation of civil society, including through a revised non-government organisation law that conforms to international standards and protects freedom of expression.</p><p>I raised all of these issues during my last meeting with President el-Sisi in Egypt in March 2015. I expect to meet my Egyptian counterpart during September and will discuss progress on our concerns with him then.</p> more like this
