These are: Andorra, Antigua &amp; Barbuda, The Bahamas, Benin, Burkina Faso, Cape Verde, Central African Republic, Comoros, Congo, Djibouti, Dominica, East Timor, Equatorial Guinea, Gabon, Grenada, Guinea Bissau, Honduras, Kiribati, Lesotho, Liechtenstein, Maldives, Marshall Islands, Micronesia, Monaco, Nauru, Nicaragua, Niger, Palau, Samoa, San Marino, Sao Tome and Principe, St Kitts &amp; Nevis, St Vincent &amp; The Grenadines, Suriname, eSwatini, Togo, Tonga, Tuvalu and Vanuatu.</p><p>On 31 October, the Foreign Secretary announced the biggest strengthening of our diplomatic network for around 20 years. We welcomed the establishment of the independent Commission of Inquiry to investigate the violence against civilians in the post-election period. answer	answer is ministerial correction date of answer 03/12/2018 answer text <p>The Institute for Statecraft is an independent, Scottish, charitable body whose work seeks to improve governance and enhance national security. They launched the Integrity Initiative in 2015 to defend democracy against disinformation.</p><p>In financial year 2017/18, the FCO funded the Institute for Statecraft's Integrity Initiative £296,500. This financial year, the FCO is funding a further £1,961,000. Somaliland has a crucial role in combatting the threat from terrorism in the region. The UK provides a range of assistance to Somaliland, including to enhance Somaliland's capability to disrupt terrorist threats, gather evidence and make arrests based on respect for human rights and the rule of law. The UK also supports Somaliland's efforts to contribute to security in the region through engagement with the police, judiciary and civil society.</p><p>We remain concerned about clashes earlier this year near the town of Tukareq, and we strongly encourage leaders on all sides to resolve disputes peacefully and engage with the mediation process led by the Inter-Governmental Authority on Development (IGAD).</p><p>The UK does not recognise Somaliland's declaration of independence. Diplomacy and negotiation remain the only path to ending the conflict.</p><p>The indications are that both sides will come to Stockholm in the coming days for meaningful talks hosted by the UN Special Envoy Martin Griffiths. We encourage both sides to engage constructively and in good faith to overcome obstacles and find a political solution to end the conflict.</p><p>A UN Security Council resolution is one of the means we are pursuing in order to achieve a lasting political and humanitarian solution. We regularly raise the importance of compliance with IHL with the Saudi Arabian Government and other members of the Coalition. The Joint Incidents Assessment Team (JIAT) is the Coalition mechanism for investigating allegations of IHL violations. On Monday 12 November, the Foreign Secretary held constructive talks with the senior leadership of Saudi Arabia addressing the importance of respect for IHL, and the need for an urgent end to the conflict in Yemen, and a swift improvement in the dire humanitarian situation. The UK funded a project in the 2017/2018 financial year which supported civil society to advocate changes to the Press and Publication Law. This amended law is currently at its third reading in the Palestinian Authority (PA) Cabinet and we continue to push for its adoption. The Human Rights Watch report has made some serious and concerning allegations about human rights violations by the PA and we have raised our concerns with the Palestinian Ministry of Interior.
