answer text <p>The Government condemns the use of chemical weapons, by anyone, anywhere. The Syrian regime have used chemical weapons during the conflict in breach of UN Security Council resolutions as well as Syria's obligations under the Chemical Weapons Convention. Such actions can only exacerbate the conflict. We are deeply concerned by continuing reports of chemical weapons use in Syria, including allegations of use in Aleppo in late 2016.</p><p>The UK continues to play a leading role in international efforts, through both the Organisation for the Prohibition of Chemical Weapons (OPCW) and the UN Security Council, to identify and hold to account those responsible for use of chemical weapons. The UK helped ensure that the OPCW Executive Council Decision of 11 November condemned Syrian regime and Daesh use of chemical weapons and mandated the OPCW to conduct additional inspections in Syria. We have raised allegations of continuing chemical weapon use in Syria, including reports from Aleppo in November and December 2016, with the OPCW. Its Fact Finding Mission continues to examine allegations of chemical weapons use including these reports. We will reiterate our concern at reports of continued use and our determination that the UN Security Council should act when it next discusses chemical weapons use in Syria on 24 February.</p>

answer text <p>​</p><p><del class="ministerial">The Ukrainian authorities estimate that there are up to 3500 Russian nationals fighting in eastern Ukraine. We are also aware of reports of a relatively small number of other nationals present in eastern Ukraine. The presence of Russian fighters in Ukraine remains a key obstacle to progress in implementing the Minsk peace agreement, which requires the withdrawal of all foreign armed formations, military equipment and mercenaries from the territory of Ukraine.</del><ins class="ministerial">Given that these territories are not under Government control, there are clear logistical limitations to service provision by the Ukrainian Government to civilians living there. Nonetheless, the Ukrainian Government continues to provide water, heating and energy supplies to non-Government held areas. The UK provides close support to the Ministry for Temporarily Occupied Territories and Internally Displaced Persons and we welcome the Ukrainian Government’s efforts to pursue further ways to provide support to those in non-Government controlled areas, including by facilitating crossings and the transport of goods across the Line of Contact. However, the best way to secure the provision of services to civilians across the Donbas would be a full and comprehensive ceasefire; ongoing fighting poses a grave threat to vital utilities as well as civilian lives, as seen recently in Avdiivka.</ins></p>

answer text <p>The financing of the Ukrainian Armed Forces is a matter for the Ukrainian Government, though I would note ​that the Ukrainian Government has allocated the equivalent of 5% of its GDP for defence and security purposes in the 2017 budget and that Ukrainian armed forces received a significant increase to their pay package and terms of service which took effect in December last year. This is not an issue on which I have corresponded with Foreign Minister Klimkin; neither have concerns been raised by contacts of our Embassy in Kyiv about shortfalls in salary payments. The UK is providing practical support to the training of Ukrainian Armed Forces personnel in defensive, non-escalatory skills, such as first aid.</p> more like this

At the end of last year, the December European Council agreed a solution proposed by the Dutch Prime Minister to pave the way for ratification of the EU-Ukraine Association Agreement in the Netherlands. This seeks to respect the April 2016 Dutch referendum result in a way which is acceptable to the Dutch parliament and the 27 other EU Member States who have already ratified the Agreement, and which will allow ratification of the Agreement to proceed.</p> more like this
