answer text
The UK unreservedly condemns the use of torture. As a consequence we work closely with international partners, including the United Nations, to eradicate this abhorrent practice. The Committee Against Torture published its concluding observations on Vietnam in December 2018. Whilst we note that progress has been made in some areas we remain concerned regarding the use of torture, particularly in places of detention.

We raised the issue of torture during Vietnam’s Universal Periodic Review on 22 January 2019, including on how the Government of Vietnam will address the findings of the Committee Against Torture report. Further, in our national statement we recommended that Vietnam draw up and publish a national plan of action, implementing the recommendations contained in the December report.

We will continue to make our concerns known to the Vietnamese Government at the most senior level. I raised our concerns over the findings of the Committee Against Torture and stressed the importance of upholding the highest standards of human rights, with the Vietnam Ministry of Foreign Affairs during my recent visit to Hanoi earlier this month.

We have no plans to re-establish ties with the regime or reopen our embassy in Damascus absent a negotiated political settlement. The UK remains deeply concerned by the level of violence used by the Government of Sudan to disperse peaceful protests, and that political activists, human rights defenders, journalists and others are being detained without charge or trial. We continue to urge the Government of Sudan at the highest levels to respect the Sudanese people's right to freedom of expression and peaceful assembly, and have called for all detainees to be treated in accordance with international standards and afforded their full legal rights guaranteed in Sudanese law.
more like this

answer text
The UK has supported political engagement and strengthening of electoral processes in the Democratic Republic of the Congo (DRC), funding civic and electoral education, electoral observation, and institutional support. We co-supported approximately 20,000 of the 40,000 observers deployed by the Committee of the National Episcopal Conference of the Congo (CENCO), who covered all voting centres across the country. On 10 January CENCO confirmed that the provisional results announced by the electoral commission are not in line with the data collected by their observation mission. A small number of UK embassy staff were also on the ground on election day to unofficially monitor the situation, but are not in a position to report on the fairness of the election as a whole

The leader of the opposition in DRC, Martin Fayulu, has contested the results and filed an appeal in the constitutional court. As the Foreign Secretary said in a tweet on 14 January, due process must be respected on this legal challenge. This is a critical moment for DRC and the wider region.

CAR authorities maintain control of the capital, but lawlessness in other parts of the state has resulted in armed groups controlling over 70 per cent of the country.

I met President Touadera at the UN General Assembly in September 2018.
