In addition, the UN Panel of Experts is mandated to gather, examine and analyse information provided by States on their implementation of the measures, as well as information on incidents of non-compliance. answer	answer is ministerial correction date of answer 28/11/2018 answer text <p>The NPT does not require the UK, as a nuclear weapons State, to agree safeguards agreements with the International Atomic Energy Agency (IAEA). Since 1978, the UK has voluntarily accepted the application of safeguards in the United Kingdom in connection with the NPT through tri-lateral nuclear safeguards arrangements between the UK, the IAEA and Euratom – a Voluntary Offer Agreement (VOA) and, later, an Additional Protocol (AP). On 7 June 2018 the UK and the IAEA signed a new VOA and new AP to replace the existing trilateral agreements that include Euratom. The new VOA and AP were presented to Parliament for ratification on 12 November. It is a member of the steering committee, and has ensured the €46 million Better Migration Management (BMM) programme, which supports the Process, includes projects to improve the capacity of governments in the region to manage their borders, alongside the protection and support of migrants. Thanks to its extensive global footprint of <del class="ministerial">273</del> <ins class="ministerial">274</ins> posts in 169 countries and territories, and its network of Honorary Consuls, the UK is able to provide professional consular services worldwide. In addition to our network, people who need assistance can call any of our embassies, high commissions or consulates, or the FCO switchboard, 24/7 for advice or help. The UK is open to maintaining a close level of cooperation with the EU, if this is perceived to be of mutual benefit, on crisis preparedness and consular affairs, including the provision of consular assistance to unrepresented EU citizens in third countries on a reciprocal basis. The Foreign and Commonwealth Office has supported this work both financially and through our overseas network of posts which is working with international organisations, governments, NGOs and businesses across the globe to combat Illegal Wildlife Trade (IWT).</p><p>Between 2014 and 2021 Her Majesty's Government will be investing over £36 million on action to tackle IWT. Significant progress has been made, and since 2014 the UK has:</p><p>- Funded 61 projects through the IWT Challenge Fund, including: training border force agents and prosecutors; campaigning to reduce demand in key markets; supporting legislative reform and helping communities to manage and benefit from their wildlife. It also funds projects tackling corruption.</p><p>- Provided British Army personnel to train park rangers in key African states.</p><p>- Supported INTERPOL's work on intercepting shipments of ivory, rhino horn and other illegal wildlife products and the International Consortium for Combatting Wildlife Crime in assisting Governments to strengthen their criminal justice systems and enhance enforcement capabilities.</p><p>- successfully lobbied to increase the Global Wildlife Programme from $131m to $168m</p><p>- Worked with UN, G20 and EU partners - as well as NGOs, business and law enforcement experts - to build a global coalition against IWT.</p><p>A raft of new measures were announced at the London 2018 conference which build on the commitments being implemented following the IWT conferences in London in 2014, Kasane in 2015 and Hanoi in 2016. 57 countries have adopted the London 2018 Declaration, with more expected to sign. The UK is extremely concerned by reports of serious human rights violations by security forces on both sides of the border.
