answer text <p>On 29 April 2014, Cuba and the EU opened negotiations on a bilateral agreement on Political Dialogue and Cooperation in Havana. The UK supported the opening of negotiations with Cuba. The agreement will allow the EU to respond more effectively to Cuba’s ongoing process of change and modernisation by providing a stronger framework for political dialogue and improved cooperation. The defence and promotion of human rights and fundamental freedoms will remain central to the relationship. Two rounds of negotiations have so far taken place, led by the European External Action Service on the EU side. Our position during the negotiations has been balanced, constructive and supportive of the proposal.</p> more like this

answer text <p>We have deepened our relationship with Cuba through enhanced engagement building on the UK-Cuba 2011 Bilateral Declaration. I recently paid a three-day visit to Cuba, as the first British Minister to visit in nearly a decade. I signed three bilateral Memoranda of Understanding (MoU) during my visit and explained to Cuban Ministers our desire to see an improvement to the bilateral relationship in areas where we have a shared interest. We already have pragmatic cooperation on strategic issues such as counternarcotics, trade and investment, climate change and, more recently on Ebola, where we are co-operating closely in combating the disease in Sierra Leone. Our Embassy in Havana remains active on the ground on human rights and I made clear during my visit our concerns about freedom of expression and association, as well as the need to release prisoners of conscience. I also called on Cuba to ratify the UN Covenants on Political and Economic Rights.</p> more like this

answer text <p>The Ebola outbreak has already generated sporadic public order, social and political problems. While we do not anticipate a major breakdown in the countries affected, we recognise the possibility of deterioration and are working to mitigate this risk through increased political messaging, security sector support and though bilateral and multilateral channels. <br><br>The UK will continue to work with the affected governments, regional bodies such as the Economic Union of West African States and with other international partners to ensure that risks of instability are managed. Since April 2013 the International Security Advisory Team (ISAT) has been supporting the security sectors in Sierra Leone, Liberia and Guinea to help build economic and political stability. ISAT’s work with Sierra Leone builds on more than ten years of UK support for the country’s security sector following the end of the civil war in 2002.</p> more like this

answer text <p>I receive reports from a variety of sources, including our Embassy in Cairo which engages with a cross-section of Egyptian society. I visited Cairo in August and October this year and discussed the political situation with Government Ministers, political leaders, human rights defenders and civil society. Since January 2014, Egypt has held a constitutional referendum; elected a new President, Abdel Fattah Al Sisi; and is reportedly preparing for parliamentary elections before the end of the year.</p><p>We believe that a genuinely open political process, in which all political groups are able to participate, will lead to long-term political stability in Egypt. We look to President Al Sisi to take steps to implement the rights contained in Egypt’s constitution; in particular, ensuring freedom of expression and association as well as ensuring that human and legal rights are fully upheld.</p> more like this

answer text <p>Sanctions imposed on Russia by the EU in respect of Russia’s actions in Ukraine are designed to impose a cost on Russia, deter further escalation of this crisis, and support the wider diplomatic effort to reach a sustainable solution. EU sanctions already announced have exacerbated negative trends in Russia’s economy: capital flight in the first half of 2014 was greater than for the whole of 2013; and growth predictions have been revised downwards. Russian access to western financial markets is being severely constrained as lenders consider the risks of Russian exposure in the current climate. The strengthening of sanctions is signalling clearly to the Russian leadership that its policy of trying to destabilise Ukraine will continue to have serious consequences.</p> more like this

answer text <p>The Russian government has been linked with the crisis in Ukraine since its beginning, when some Russian servicemen were given state medals for their role in the illegal annexation of Crimea in spite of initial denials by Russia that they had been involved.</p><p> </p><p>On 28 August the Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron) expressed his concern by further mounting evidence of Russian troop involvement in Ukraine. This followed the release of satellite imagery taken by NATO on 21 and 23 August which showed Russian self-propelled artillery units inside Ukraine in the vicinity of the Luhansk province. Brigadier-General Nico Tak, Head of the North Atlantic Treaty Organisation's (NATO) crisis management centre, said that NATO had also detected large quantities of advanced weapons, including air defence systems, artillery, tanks and armoured personnel carriers being transferred to separatist forces in eastern Ukraine.</p><p> </p><p>On 28 August the British Ambassador to the UN made a statement which detailed evidence he had received further demonstrating the extent of Russian involvement in Ukraine. The separatist arsenal included up to 100 Main Battle Tanks; 80 Armoured Personnel Carriers; 100 MANPADs; 500 Anti-Tank weapons; and over 100 artillery pieces. Almost all of these were supplied directly by Russia since the conflict started.</p><p> </p><p>On 15 August a convoy of 23 armoured personnel carriers crossed into Ukraine close to where the Russian humanitarian convoy was awaiting customs clearance. The following day a further convoy of 84 military vehicles crossed the border.</p><p> </p><p>On 7 August, 50 vehicles, including tanks, armoured personnel carriers, and BM-21 GRAD Multiple Rocket Launchers crossed from Russia into Ukraine at the Chervonopartisansk border crossing.</p><p> </p><p>On 25 August, 10 Russian paratroopers belonging to the 331st Regiment of the 98th Svirsk Airborne Division were captured near the village of Dzerkalne - 20km inside Ukrainian territory. Satellite imagery confirmed the deployment of Russian armoured vehicles supported by artillery south of Donetsk close to this location. On 28 August another Russian soldier, Petr Khokhlov, serving with the 9th Motor Rifle Brigade, was captured and detained in Luhansk.</p><p> </p><p>In light of this evidence, it is not credible for Russia and pro-Russian separatists in Donetsk and Luhansk to claim that these serving members of the Russian armed forces were in Ukraine ‘by accident’ or ‘on holiday’.</p><p> </p><p>Russia can no longer pretend that it is not a direct party to this conflict, indeed this conflict would no longer exist without direct Russian military involvement in support of the separatists. The Prime Minister has called for such activity to cease immediately and has warned of further sanctions if Russia’s behaviour continues.</p>

answer text <p>The situation in eastern Ukraine is of grave concern. The 18 August European Council condemned the increasing inflows of fighters and weapons from the territory of the Russian Federation into eastern Ukraine as well as the aggression by Russian armed forces on Ukrainian soil. It called upon the Russian Federation to immediately withdraw all its military forces from Ukraine. In response to the ongoing action against Ukraine’s territorial integrity the EU has imposed sectoral measures against Russia in addition to measures already imposed in response to the illegal annexation of Crimea. We called on the European Commission to continue work on further measures to act as a further deterrent to Russia and to ensure we are prepared to apply greater costs if Russia continues on its path, this work is progressing swiftly in Brussels. On 5 September, The Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Runnymead and Weybridge (Mr Hammond) expressed determination to impose further sanctions in response to Russia’s actions in Ukraine if a ceasefire was not reached and upheld.</p><p>NATO has also been working to help strengthen Ukraine’s security capability, and undertaken a number of reassurance measures for Allies. The UK is playing an active role and offering significant contributions to NATO efforts. As part of reassurance measures, the UK is contributing four Typhoons to NATO’s Baltic Air Policing mission and a Sentry E-3D aircraft, as part of the NATO Airborne Early Warning and Control Force. We are also augmenting NATO exercises in which we were already participating and contributing to new ones. At the NATO Summit on 5 September, the Prime Minister stated that the UK would always uphold Article 5 commitments to collective self-defence and expressed the hope that a multi-national spearhead force deployable anywhere in the world in just 2 to 5 days would be formed.</p>
