During my visit to Iraq in November, I met the Iraqi Minister of Justice, Haider Al Zamili, and raised a number of issues relating to the justice system, prison system and rehabilitation processes. Our Ambassador in Baghdad has raised detention without charge with the Minister of Justice on several occasions.</p><p>Last year, the Iraqi Minister of Justice visited London to gain a better understanding of how the prison system operates in the UK. The Minister has committed to ensuring that the issue of detention without charge is addressed and is investigating how the process of charge and trial can be speeded up, as part of the Government of Iraq’s strategy to combat overcrowding in prisons. The Kurdistan Workers’ Party (PKK) continues to kill members of the Turkish police service and security forces in violent terrorist attacks. We believe Turkey has a legitimate right to defend itself against the PKK, whose attacks we condemn as we condemn all terrorism. Our thoughts are with the victims of these attacks, and the civilians, including children, who have been caught up in the violence.</p><p>We have been clear, in public and private, that PKK violence must end and we support a return to the peace process, in the interests of Turkey and the region. We stand ready to help in any way we can. The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Through our membership of the UN Security Council and as part of the International Syria Support Group we helped generate a mandate for the UN Special Envoy for Syria to launch intra-Syrian peace negotiations this month. We have also co-sponsored a series of UN Security Council Resolutions (UNSCR) on humanitarian issues, including most recently UNSCR 2258 on cross-border humanitarian access. These resolutions provide a mandate for the delivery of aid into Syria.</p><p> </p><p>We are deeply concerned about the restrictions placed on UN agencies to deliver these mandates, particularly the obstructionism and lack of response from the Syrian Regime to repeated requests from the UN for humanitarian access to towns and regions across Syria. answer	answer is ministerial correction date of answer 25/01/2016 answer text <p>The British Government expects all Commonwealth states to uphold the standards enshrined in the Commonwealth Charter; which makes clear that governments, political parties and civil society are responsible for upholding and promoting democratic culture and practices and are accountable to the public in this regard.</p><p>In supporting greater adherence to Commonwealth political values and principles, the Commonwealth Secretariat, under its Strategic Plan (2014/15), has engaged with the Commonwealth Ministerial Action Group (CMAG) and the services of the Secretary General’s Good Offices. The Secretariat has also carried out election management and promoted the values of respect and understanding. This resulted in CMAG’s decision to restore Fiji to full Commonwealth membership and involved the deployment of election observation teams to 13 elections in 11 countries. answer	answer is ministerial correction date of answer 22/01/2016 answer text <p>We are in close touch with the Governments of Iraq, the US and our European partners, as well as the UN, about the Mosul Dam.</p><p>The Government of Iraq has begun to take measures to improve the structural integrity of the Mosul Dam as there is a risk the dam could fail. It is currently impossible to accurately predict if or when this might occur. A failure could lead to major flooding in the Tigris river valley, from Mosul to Baghdad.</p><p>Alongside the US, we are working with the Government of Iraq, the UN and other partners to ensure Iraq has effective contingency planning in place, including early warning and humanitarian planning, to enable ordinary Iraqis and the international community to respond in the event of failure. This was the case at the Geneva peace talks two years ago where women were represented on the opposition negotiating team. We have consistently called on Russia to focus its targeting on Daesh and to cease the targeting of moderate opposition groups. We have also expressed concern over the numbers of civilian casualties being reported as a result of Russian strikes. These have been evidenced by human rights groups such as Amnesty International who have claimed that at least 200 civilians have been killed by Russian airstrikes in Syria since September 2015, accusing Russia of “serious failures to respect international humanitarian law”. The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), has raised our concerns about Russia’s approach with Foreign Minister Lavrov, including at meetings of the International Syria Support Group. The Prime Minister, my right hon.
