answer	answer is ministerial correction date of answer 19/07/2019 answer text <p>The Government rigorously assesses arms export licences against the Consolidated EU and National Arms Export Licensing Criteria. We draw on a wide range of sources of information in making our assessments, including reports from the UN Panel of Experts. We will not issue any export licences for Saudi Arabia that are inconsistent with the Consolidated Criteria, including Criterion 2(c): where there is a clear risk that the goods might be used in the commission of a serious violation of International Humanitarian Law.</p><p>The Government disagrees with the 20 June Court of Appeal judgment and is appealing to the Supreme Court. We are also carefully considering the implications of the judgment for decision-making. Whilst Palestinians have the right to peaceful protest, we have been clear that Hamas exploited the border protests for their own benefit. Their incitement of violence is unacceptable. Freedom of the media is essential in any functioning democracy; people must be allowed to debate issues freely, to challenge their governments, and to be informed by a strong and robust media. We condemn the decision made by the Government of Burundi to revoke the BBC's operating license, suspend the Voice of America, and the recent decisions to restrict the reporting activities of local media. The Government's vision for a security partnership with the European Union is set out in the White Paper: &quot;The future relationship between the United Kingdom and the European Union&quot; (July 2018). This includes a proposal for continued information and intelligence sharing, for example through the EU Intelligence and Situation Centre, European Union Satellite Centre and EU Military Staff. answer	answer is ministerial correction date of answer 10/06/2019 answer text <p>​The UK has full confidence in the expertise and methodologies of the Organisation for the Prohibition of Chemical Weapons (OPCW) Fact Finding Mission (FFM). We welcome the clearly-evidenced FFM report on Douma that found &quot;reasonable grounds that the use of a toxic chemical as a weapon has taken place on 7 April 2018. This toxic chemical contained reactive chlorine. The toxic chemical was likely molecular chlorine.&quot; We have confidence in this conclusion. The OPCW Technical Secretariat has confirmed that all evidence and views were considered in preparing the FFM report.</p><p>A significant amount of information indicates that the Syrian Regime was responsible for this attack, a regime with a history of using such weapons against its people. No other group could have carried out this attack. The UK considers that the military action in April last year was legal. The UK is permitted under international law, on an exceptional basis, to take measures in order to alleviate overwhelming humanitarian suffering.
