Friend the Member for Runnymede and Weybridge (Mr Hammond), to the right hon. Member for Leeds Central (Mr Benn) on 27 October 2015 [12945], summarising our assessment of the political situation. There have been reports of political violence, directed against the opposition Movement for Democratic Change as well as between factions of the governing Zimbabwe African National Union party in recent months. Our Ambassador in Harare raised our concerns with the Government of Zimbabwe on 1 December. answer	answer is ministerial correction date of answer 28/10/2015 answer text <table><tbody><tr><td><p>Since the 2013 elections, our assessment of the political situation in Zimbabwe remains broadly the same, with 2015 signalling some positive developments. Within the Zimbabwe African National Union administration there are signs of reformist policies beginning to emerge, especially on the economy. The human rights situation has remained relatively stable and reported violations continue to fall. However, the situation continues to be fragile and we remain concerned about human rights abuses, especially during election periods. We frequently urge the Zimbabwean government to implement the new constitution agreed in 2013, which provides a foundation for improved governance and human rights, and to make necessary reforms to the electoral system to resolve the shortcomings identified by Southern African Development Community and the African Union observer mission during the 2013 elections.
