answer	answer is ministerial correction date of answer 04/10/2019 answer text <p>We are deeply concerned about reports of civilian deaths after an attack on a detention centre in Dhamar province in Yemen on 1 September. Our thoughts are with those who have been affected.</p><p> </p><p>The UK takes alleged violations of International Humanitarian Law (IHL) extremely seriously. Whenever the UK receives reports of alleged violations of IHL, we routinely seek information from all credible sources, including from Non-Governmental Organisations and international organisations.</p><p> </p><p>We welcome the Coalition’s referral of this incident to be investigated by the Joint Incident Assessment Team. The UK believes that in the first instance the Coalition should investigate alleged breaches of IHL attributed to them. They have best insight into their own military procedures and this allows them to really understand what went wrong and apply the lessons learnt in the best possible way. We use every opportunity to raise the importance of complying with international humanitarian law with the Saudi Arabian government and other members of the Coalition, including requesting investigations into alleged incidents of concern. On the 16 January the Joint Incidents Assessment Team (JIAT) publicly released a report on the incident in June 2018 relating to the Cholera Treatment Centre incident. We have requested JIAT examine the case further to address concerns about the report raised by Medecins Sans Frontieres. We do not have any role in setting Coalition policy, or executing air strikes in Yemen. We continue to emphasise to all members of the Coalition the vital importance of compliance with international humanitarian law (IHL), press for action to address the humanitarian crisis, and encourage all parties to engage in the UN-led political process in good faith.</p><p>The UK regularly encourages Saudi Arabia to conduct thorough and conclusive investigations into reports of alleged violations of international humanitarian law. The British Government does not have information on which weapons have been used for specific air strikes. The UK is not a member of the Saudi-Led Coalition and we do not have any role in setting Coalition policy, or executing air strikes in Yemen.</p><p>The UK will not issue an export licence to Saudi Arabia, or any other country, if we assess there is a clear risk the items might be used in the commission of a serious violation of International Humanitarian Law. We cannot categorically state which, if any, items exported under these licences have been used in Yemen. All decisions to approve export licences are considered on a case-by-case basis against the Consolidated EU &amp; National Arms Export Licensing Criteria (Consolidated Criteria). We will not license the export of items to any country where we assess that there is a clear risk that they might be used in the commission of a serious violation of international humanitarian law.
