The UK invited South Sudan to the Summit to End Sexual Violence in Conflict in London in June, and successfully lobbied for it to sign the Declaration of Commitment to End Sexual Violence in Conflict. We welcome that the joint communiqué by President Kiir and Special Representative of the UN Secretary General Zainab Bangura on 11 October explicitly recognised the need to address impunity for sexual violence crimes, and we will work to support and monitor implementation of this commitment. Accountability for human rights violations, including sexual and gender based violence, will be an important component of any peace deal in South Sudan, and the UK has offered strong and sustained support to the AU Commission of Inquiry and other organisations seeking to monitor human rights abuses during the conflict. We also continue to underline both in public and in private the need for the regionally mediated South Sudan peace talks to be inclusive and representative of all the people of South Sudan, especially women. We continue to press the Government of South Sudan to act on the commitments it has made to design and implement a national action plan against sexual violence. <br><br>The UK remains closely engaged with the South Sudan non-government organisation (NGO) Forum and associated NGOs to help protect women and girls from sexual violence. Foreign and Commonwealth Office Ministers have stressed to the South Sudanese government the need for a comprehensive investigation into human rights abuses in South Sudan, including cases of sexual violence. At this year’s UN General Assembly in New York in September, the Minister for Africa, my hon. The Minister for Africa at the Foreign and Commonwealth Office, my hon. Friend the Member for Boston and Skegness (Mark Simmonds), has told the South Sudanese Foreign Minister that we expect all allegations to be properly investigated. We are pressing the Government of South Sudan for an official response. We have raised this issue with the African Union’s Commission of Inquiry. First, the UK, with the US and Norway (the Troika), is an active member of the peace talks in Addis Ababa and is supporting regional efforts to address the crisis. Secondly, we are supporting the work of the African Union's Commission of Inquiry that will investigate allegations of violence and abuse to ensure accountability. Third, the UK is one of the leading humanitarian donors contributing, around £94 million to date, that will help protect the most vulnerable, especially women and girls. And fourth, and crucially in this regard, South Sudan is a country for engagement for the Foreign and Commonwealth Office's (FCO) Preventing Sexual Violence Initiative. The Government signed the Declaration of Commitment to End Sexual Violence in Conflict, and attended the Global Summit to End Sexual Violence in Conflict in London on 10-13 June. We fully support the work of the Africa Union Commission of Inquiry and echo the call in the recent UN Human Rights Council resolution for thorough and genuine investigations into all human rights violations and abuses and for the perpetrators to be brought to justice.</p><p>The UK is funding a project with non-governmental organisation Non Violent Peaceforce to establish women's protection teams in Northern Bahr El Ghazal. This project aims to tackle sexual violence in communities affected by insecurity around the border with Sudan by establishing and training women's peacekeeping teams to work within communities. We continue to raise the issue of human rights, and of sexual violence specifically, with South Sudanese Ministers. The Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Boston and Skegness (Mr Simmonds), discussed the issue with the Foreign Minister of South Sudan at the Global Summit to End Sexual Violence in Conflict on 11 June. Our Ambassador also raises these issues regularly with the Government of South Sudan.</p><p>There are currently no plans to send additional experts from the Stabilisation Unit to South Sudan.
