answer text <p>The UK Government welcomes the safe disembarkation of the 64 rescued migrants on board the German Non-Governmental Organisation-operated search and rescue vessel Alan Kurdi in Malta. This followed an EU-brokered agreement for the migrants to be relocated to four EU member states. We are concerned about the continued impasse over search and rescue in the central Mediterranean that has affected this and other recent search and rescue operations, in the absence of predictable disembarkation arrangements. The UK continues to work with our EU partners and internationally to find a solution and is committed to pursuing a whole of route approach, including upstream interventions, to tackle the causes of irregular migration across the Mediterranean.</p> more like this

answer text <p>The incident involving the 'Sea-Watch 3' has already been resolved. Malta, which had granted Sea-Watch 3 access to its territorial waters to shelter from storms, and to change crews and re-supply, announced on 9 January that the 49 migrants on board Sea-Watch 3 and another Non-governmental Organisation (NGO) vessel will be relocated to nine European states. During the period that Sea-Watch 3 was seeking a port of safety, the Government engaged with relevant counterparts in Valletta, The Hague and Brussels in support of a solution.</p> more like this

answer text <p>The UK Government does not support search and rescue operations in the central Mediterranean led by Non-Governmental Organisations (NGOs), however, we do support a range of other NGO-provided services to migrants. We value the contribution of NGOs to Search and Rescue in the central Mediterranean and are concerned about the increasing fatality rate that has coincided with the effective cessation of Search and Rescue operations, due to lack of assurances over safe disembarkation. UK Government officials have an ongoing dialogue with the NGOs and the UK continues to work with our international partners to seek solutions to the ongoing impasse over search and rescue in the Central Mediterranean.</p> more like this

answer text <p>The UK Government is aware<ins class="ministerial"> that, on 20 November 2018, Italian authorities issued a warrant for </ins> <del class="ministerial">of</del> the seizure of the Marine Vessel Aquarius <del class="ministerial">by the Italian authorities</del> on grounds of waste pollution.<ins class="ministerial"> According to the ship's operators, the vessel has been at the French port of Marseille since 4 October 2018 and, in the absence of a Flag State, is unable to leave port. Consequently the warrant has not yet been executed. It</ins> <del class="ministerial">The vessel operated as a Search and Rescue vessel in the central Mediterranean by Non-Governmental Organisations (NGOs) 'SOS Méditerranée' and 'Médicins Sans Frontières' until September 2018. This matter is now subject to Italian legal processes and it</del> is not appropriate for the UK Government to comment<ins class="ministerial"> on the legal process initiated by the Italian authorities</ins>. <del class="ministerial">We recognise the importance of Search and Rescue in the Mediterranean and value the contribution of NGOs in saving lives at sea. We are concerned about the increasing fatality rate that has coincided with the effective cessation of the Search and Rescue operations in the central Mediterranean due to the lack of assurances over safe disembarkation arrangements. answer text <p>The British Government recognises the contribution non-governmental organisations (NGOs) make towards search and rescue in the Mediterranean. We do not provide direct support to these organisations. The UK has a strong record on Mediterranean Search and Rescue: between May 2015 and July 2018, UK naval assets rescued over 31,000 people through our contributions to EU operations SOPHIA and Frontex. The British Government's understanding is that the M.V. Aquarius, following the withdrawal of its flagged status by the Gibraltar Maritime Authority on safety grounds, was subsequently registered under the Panama flag. However, the Panamanian Maritime Authority revoked its registration in September. It is not for the British Government to intervene in Panama's decision. The UK has not received a request from the owners of the Aquarius or its most recent operators, the NGOs SOS Méditerranée and Médicins Sans Frontières, for re-registration under a British flag. Should we receive such a request, the application would be considered according to the usual procedures.</p>
