answer text <p>As I have stated previously, and as set out in the 2012 White Paper, we believe that the fundamental structure of our constitutional relationship with the Overseas Territories is the right one. However, we are happy to consider any proposals on changes to constitutions put forward by any of the Overseas Territories. Officials are currently reviewing two such proposals.</p> more like this

answer text <p><del class="ministerial">Those</del> <ins class="ministerial">Some </ins>Overseas Territories with financial centres, namely Anguilla, Bermuda, British Virgin Islands, Cayman Islands<del class="ministerial">, Gibraltar</del> and Montserrat have expressed concern about new legislation on sanctions and anti-money laundering (the Sanctions and Anti-Money Laundering Act), which became law on 23 May 2018; in particular the requirement to establish a publicly accessible register of the beneficial ownership of companies registered in each government's jurisdiction.</p><p><ins class="ministerial">Seperately, the aforementioned Territories and Gibraltar have made representations over the potential use of an Order in Council as specified in the Act, believing this to be constitutional overreach by the UK.</ins></p><p>The Prime Minister held a conference call with leaders of affected Territories on 24 May to discuss the issue and a further discussion was held at the Joint Ministerial Council in June. Shortly after the passage of this legislation I visited Anguilla, the Cayman Islands and Montserrat, where I held discussions on this topic. Similarly, in late July I visited the British Virgin Islands and met with representatives of the financial services industry and government of BVI. The Government understands the strength of feeling on this issue and is committed to working collaboratively with affected Territories on implementation.</p>

answer text <p>The UK and Overseas Territory governments share a responsibility to the British citizens living in those territories to help enable them to lead secure, stable and more prosperous lives. We are fully committed to involving the Overseas Territories as we prepare for exiting the EU and establishing new trading relations with the world, in order to ensure their priorities and interests are taken into account. UK Ministers and leaders of the Overseas Territories discuss EU Exit in the UK – Overseas Territories Joint Ministerial Council on EU Exit Negotiations, which will meet for the fourth time on June 14th this year. These discussions will continue to include consideration of ways of assisting the Overseas Territories in analysing potential trade and economic impacts, as a consequence of EU exit. The UK Government will also consider options through which UK Overseas Territories could benefit from future UK Free Trade Agreements with Third Countries.</p> more like this

answer text <p>The UK remains committed to promoting good governance in the Overseas Territories as set out in the July 2012 White Paper. We work closely with the elected representatives of the territories. UK Ministers and elected leaders of the Overseas Territories meet annually for the Joint Ministerial Council (JMC) in London to discuss progress in improving governance and agree a Communiqué with new commitments for the coming year. In addition, UK Ministers have frequent contact with Overseas Territories throughout the year.</p><p> </p><p>The Foreign and Commonwealth Office (FCO) and Cabinet Office are working with the Territories to promote the establishment and implementation of codes of conduct for ministers and elected officials including the Seven Principles of Public Life. In December 2014, all Territory governments which do not yet have codes of conduct in place committed to introducing them.</p> more like this
