To tackle the threat posed by Al Shabaab, the British Government provides the Kenyan authorities with a range of support. The British military is working with the Kenyan security forces to develop their counter terrorism capabilities. This includes partnering in the development of a counter-IED capability with a regional Centre of Excellence based in Nairobi. The UK is also engaging with regional partners to address the threat posed by Al Shabaab beyond North-East Kenya, including by providing pre-deployment training to troops deploying to the African Union Mission in Somalia. These efforts are complemented by UK-funded programmes addressing the root causes of radicalisation and violent extremism along Kenya's coast and the counties bordering Somalia.</p><p>We recognise Kenya's sacrifices leading the fight against Al Shabaab. answer	answer is ministerial correction date of answer 29/01/2020 answer text <p>The British Government has taken note of the views of the UN Human Rights Committee's in the case concerned, which are not legally binding. We also note that the Committee made wider comments, including on the responsibilities of receiving states in relation to non-refoulement where the effects of climate change have been a driver of migration. However under the 1951 Refugee Convention, climate change does not of itself constitute a basis for requesting/granting refugee status.</p><p>Evidence shows that climate extremes and environmental degradation are often amplifiers of other principal migration drivers (economic, social and political), but decisions to migrate are rarely mono-causal. We recognise the complexity of causes of migration and the importance of providing people with options for sustainable livelihoods that do not compel them to migrate. More broadly, as climate change increases its impact on migration it is imperative that efforts are redoubled to limit warming and to help vulnerable people to adapt to change. answer	answer is ministerial correction date of answer 27/01/2020 answer text <p>The United Kingdom is proud to act as penholder for the Colombian peace process in the UN Security Council, and supports the important work the UN Verification Mission does to monitor the progress made following the 2016 agreement. We welcomed the Special Representative's latest report to the Security Council, and agreed with his assessment of the situation<strong>. </strong></p><p>We were glad to see President Duque's announcement that he would like the UN Mission to stay in Colombia until at least 2022, and commend the Colombian Government on the successes it has achieved so far.</p><p>As we mentioned in the UN Security Council session on 13 January following the Special Representative's report, the United Kingdom remains particularly concerned about the persistent level of violence towards human rights defenders, community leaders and former FARC combatants. We have called on the Colombian Government to prioritise the tackling of this violence and to improve security conditions around the country, as well as accelerating implementation of reintegration programmes for former fighters. We have been vocal in expressing our concern about the persistent high levels of violence and threats towards social activists, former FARC combatants and others, and the impact this has on the future of peace<strong>. </strong></p><p>We regularly raise these issues with the Colombian Government and in multilateral fora. Most recently, our Permanent Representative to the United Nations spoke on this issue at the UN Security Council on 13 January. We have committed almost £45 million over 5 years through the United Kingdom conflict Stability and Security Fund for Colombia to support development across conflict-affected regions. We have done this through programmes designed to build state capacity to ensure the safety of former fighters and of other vulnerable individuals and groups, including outside of official reincorporation zones.</p><p>Our Embassy regularly raises concerns about specific communities with the relevant state actors in Colombia.</p><p>We also raised our concern about this issue at the United Nations Security Council session on Colombia on 13 January, where we called on the Colombian government to accelerate its reintegration programmes for former combatants. The Berlin Conference on 19 January, attended by the Prime Minister, showed wide international support for these aims.</p><p>The UK provided £1 million to the UN Flash Appeal in 2019. The UN released $2 million from the UN Central Emergency Response Fund (CERF) in 2019 to provide life-saving assistance to civilians caught up in the fighting, including vulnerable migrants and refugees. Whilst the Withdrawal Agreement provides for continued British participation in the EU Common Security and Defence Policy (CSDP) operations and missions during the transition period, all six will leave the mission when their current contracts come to an end on 31 January.
