The British High Commission in New Delhi and our network of posts across India maintain a continuous assessment of human rights, including those of religious minorities. This includes raising issues with Indian officials where appropriate. answer text <p>The Foreign Secretary most recently raised his concerns about the fighting in Kachin State in his call with Burma's State Counsellor Aung San Suu Kyi on 11 June. He called for Burma's military to exercise restraint and allow humanitarian access. Our Ambassador to Burma expressed concern about the military's treatment of civilians in Kachin in his meeting with Burma's Commander in Chief on 3 May.</p><p>The Minister for Asia and the Pacific issued a statement on 11 May calling on all parties to the conflict to cease fighting, protect civilians, and return fully to peace talks, which the UK supports and which seek to bring to an end 70 years of internal conflict in Burma.</p> more like this

answer text <p>The Foreign and Commonwealth Office (FCO) is not funded to provide financial assistance to British nationals overseas, but can provide emergency loans on a discretionary basis, in very exceptional circumstances. The FCO can provide an emergency loan to assist victims of forced marriage, where there are no alternative sources of funding. Emergency loans can be used to fund the reasonable costs relating to repatriation to the UK. The Government recognises the risks that victims of forced marriage can face and the challenges that they may encounter on the return to the UK. This is why emergency loans are offered to assist British nationals in these circumstances.</p> more like this

answer text <p>We remain concerned about Ms Bibi, following the postponement of her Supreme Court appeal hearing in October 2016. The British High Commission in Islamabad continues to monitor developments in her case closely. Moreover, we also regularly raise the need to uphold the protection plus rights of religious minorities and misuse of the blasphemy laws with the Pakistani Government, and continue to urge Pakistan to adhere to its international obligations and uphold the rule of law.</p><p>The Foreign Secretary raised religious tolerance and misuse of the blasphemy laws during his visit to Pakistan in November 2016. The then Minister for Asia and the Pacific (Mr Sharma) discussed Pakistan's blasphemy laws with Kamran Michael, Pakistani Minister for Human Rights, and Barrister Zafarullah Khan, the Prime Minister's Special Assistant for Human Rights, during his visit to Pakistan in January 2017.</p><p>The UK supported the EU statement, following the decision of the Lahore High Court, to uphold Ms Bibi's conviction. We continue to work with our international partners to ensure our views are made clear to the Pakistani authorities.</p>

answer text <p>We have called repeatedly for an independent investigation into allegations of human rights violations in Rakhine. The UN High Commissioner for Human rights has already issued a substantive report on the widespread and alarming level human rights violations carried out by the military Rakhine State since 9 October. The UN Special Rapporteur on the Situation of Human Rights in Burma also referred to them in her briefing following her visit in January. Her full report is due out in March ahead of the Human Rights Council, at which we will advocate for a full renewal of her mandate. In the light of the two reports we will also consider, with our EU and international partners, what scope there is for further enhancing scrutiny of the military's actions in Rakhine</p><p>We support the Rakhine Advisory Commission led by former UN Secretary General Kofi Annan, which is due to report in the summer. This has the support of the Burmese Government and the international community, and therefore represents the most realistic way forward.</p><p>In the meantime, we strongly urge the Burmese military to show restraint and to permit humanitarian access to the affected areas.</p>

Emergency loans are from public funds and therefore we have an obligation to recover the money.</p><p>The Government recognises the risks that victims of forced marriage can face and the challenges that they may encounter on the return to the UK. This is why emergency loans are offered to assist British nationals in these circumstances. Through the joint FCO and Home Office Forced Marriage Unit, we work very closely with partner organisations in the UK, including the police, social services and healthcare professionals, to ensure that those at risk are appropriately protected.</p><p>We regularly review all aspects of our consular policy and as such will be reviewing our policy on issuing emergency loans in early 2017.</p>

I remain concerned about Ms Bibi and continue to follow developments in her case closely.
