in Uganda in November 2016, which resulted in the reported deaths of over 100 civilians
and members of the security forces. We have raised the matter with the Government
of Uganda and the Uganda Human Rights Commission. We support the EU local statement
of 16 December relating to these matters.

We have urged the Government of Uganda
to complete a timely and transparent investigation into these incidents, in accordance
with due process, rule of law, international legal obligation and in line with the
Commonwealth charter.

I visited Uganda in August 2016 and have followed this
case. We continue to believe that a human rights compliant approach is the most effective
way to secure long-term peace and stability. The British High Commission work closely
