answer text <p>The United Kingdom is providing substantial assistance to strengthen Ukraine’s democracy and institutions as part of its reform programme. In July 2017, we hosted the inaugural Ukraine Reform Conference and have since participated in annual conferences including Toronto (2019). We are providing over £32 million of programme support, including at least £9.2m for reforms via the Good Governance Fund. The UK improved capacity of Central Election Commission training over 2,600 key electoral officials. In short we helped ensure that recent presidential and parliamentary elections were widely hailed as Ukraine’s freest and fairest to date. I look forward to my visit to Ukraine next week.</p> more like this

answer text <p>The UK remains concerned over persistent attempts by Russia to undermine political stability in Ukraine. Russia's malign intent is evident in their support for separatist forces in eastern Ukraine, the detention and mistreatment of civilians in Crimea, the recent firing on Ukrainian vessels in the Black Sea and their growing economic stranglehold on the Ukrainian ports of Mariupol and Berdyansk. This is reinforced by Russian disinformation campaigns and cyber-attacks designed to create a false narrative of Ukraine as a failing state.</p><p>The reality is that Ukraine has made enormous progress towards realising its potential as a fully democratic, modern and prosperous state. The UK is providing substantial assistance to strengthen Ukraine's democracy and institutions as part of its reform programme. This includes specific support to help Ukraine counter potential outside interference in presidential and parliamentary elections in 2019. The best answer to malign Russian activity remains a well-functioning, democratic and stable Ukraine.</p>

answer text <p>​The Donbas Reintegration law provides a mechanism for the Ukrainian Government to respond to the sustained military aggression by Russia and the separatists they support in their efforts to undermine Ukraine's sovereignty and territorial integrity. answer text The UK has been clear that any solution to the conflict in the Donbas must be political not military and that the Minsk II Agreement provides a framework to resolve the conflict. Both sides need to be meeting their commitments under the Minsk agreements, but Russia remains fundamentally responsible for creating this conflict and continuing to maintain it through its political and material support for separatist forces. With respect to the recent law passed in Ukraine on Reintegration of the Temporarily Occupied Territories it is important to remember that Russia's territorial aggression in the Donbas and Crimea, and its broader efforts to undermine and destabilise Ukraine, represent a fundamental challenge to the rules-based international order and a threat to regional security. It is for the Ukrainian government to determine how it organises its response to this aggression. more like this

answer text <p>​The UK continues to support the French and German-led diplomatic efforts towards securing the implementation by all parties of the Minsk Agreements, including through our major commitment as the second largest contingency of monitors to the OSCE Special Monitoring Mission. Key to implementing the Minsk II Agreement is Russia recognising that it has signed up to commitments including the removal of heavy weapons and its military personnel from Ukraine. We continue to call on Russia to abide by its obligations.</p> more like this

answer text <p>The UK is providing both political and practical support to this, while urging the Ukrainian authorities to maintain progress. In July 2017 the UK hosted the Ukraine Reform Conference and a meeting between leading global businesses based in the UK and Ukrainian cabinet ministers. They discussed the business environment in Ukraine and the obstacles, particularly in the judicial sector, which inhibit Ukraine's ability to attract further foreign investment.</p><p>As well as this political engagement, the UK is funding a range of technical assistance projects, including support to anti-corruption institutions, the establishment of an intellectual property rights court, and help to reform the Ministry of Finance, the management of public finances and Ukraine's tax system. The UK is also supporting small and medium sized enterprises in Ukraine.</p> more like this

We are in regular contact at all levels to discuss progress. This was most recently discussed at the EU Foreign Affairs Council in February.</p><p>The roadmap is still under discussion in the Normandy Format meetings.
