The Secretary General is in contact with the Government of Brunei and is working through Commonwealth channels.</p><p>​The UK encourages all Commonwealth partners to protect and promote the values in the Commonwealth Charter, including its opposition to all forms of discrimination. We have made clear that nobody should face persecution or discrimination because of who they are or whom they love.</p><p>Brunei is one of several Commonwealth countries that imposes corporal and capital punishments. It has now introduced new potential penalties under the Sharia Penal Code.</p><p>We have raised our concerns with the Government of Brunei. We raise human rights in Eritrea regularly, both directly with the Government, as the former Minister for Africa did with the Eritrean President's senior adviser when she saw him in July, and when our Ambassador in Asmara saw the same advisor in August. </ins></p><p><ins class="ministerial"><ins class="ministerial">In a statement at the 41st session of the UN Human Rights Council on 12 July the UK welcomed the renewal of the mandate of the Special Rapporteur on the situation of human rights in Eritrea, which we co-sponsored. The UK also urged Eritrea to cooperate with the Special Rapporteur and to reform national service, implement the constitution, respect freedom of religion or belief, and release all those in arbitrary detention – including, but not exclusive to detained parliamentarians; journalists; and those observing banned religions. </ins></ins></p><p><ins class="ministerial"><ins class="ministerial"><ins class="ministerial">No additional aid has been allocated as a result of sanctions being lifted. The Department for International Development (DfID) has funded life-saving activity in Eritrea for several years, including providing £3.24m to UNICEF in 2018-19 to help treat malnutrition in under-fives and provide access to safe hygiene and sanitation services. Ministers will correspond directly with the Member.</del></p><p><ins class="ministerial">We maintain that the best solution for all the people of Hong Kong, including the British national (overseas) passport holders that live there, is full respect for the 'One Country, Two Systems' framework which is set out in the Joint Declaration.</ins></p><p><ins class="ministerial">The Joint Declaration remains fully valid. It is a legally binding international treaty registered with the UN. Its objectives clearly apply to both signatories – The People's Republic of China and the UK. It remains in force, and remains acutely relevant to the conduct of life in Hong Kong. We remain deeply concerned by the situation faced by Yazidi women who were abducted and enslaved by Daesh in Iraq and Syria. The UN calculates that up to 3,000 Yazidi women are still missing, mostly in Iraq. The UK continues to support efforts to reunite families with their loved ones. The UK strongly condemns the persecution of all minorities, including the targeting of innocent people based on their beliefs. Through our Embassy in Baghdad and Consulate-General in Erbil, alongside UN officials and our other international partners, we consistently urge the Government of Iraq and the Kurdistan Regional Government to ensure the safe, voluntary and unhindered return of all Internally Displaced Persons, including minorities, supported by the prospect of genuine community reconciliation. We recognise that security is one of the main concerns facing not just minorities but many other displaced Iraqis wanting to return home. The Minister for Africa, Harriett Baldwin, met with Foreign Minister She Okitundu in September and encouraged the DRC Government to ensure elections go ahead. The Foreign Secretary, Jeremy Hunt, also met with Okitundu last month and highlighted the importance of allowing international election observers, in order to build transparency and trust in the electoral process. Since 2015, the UK has spent £6.8 million on increasing accountability and transparency around the elections. We have provided funding for national observation through the Justice and Peace Committee. The UK has funded a Westminster Foundation for Democracy (WFD) report into the Electronic Voting Machines and the WFD provided a list of recommendations to CENI. We agree with the report's recommendations, including the pressing need for justice for victims and their families. It is important that the Government of Iraq allocates sufficient resource to this important task so that members of Daesh are held to account for their actions. The report will inform the work of the UN Investigative Team for the Accountability of Daesh in gathering evidence of Daesh crimes, for which the UK has provided £1 million in funding. UK officials in Baghdad regularly raise with the Government of Iraq the need to investigate missing persons and bring perpetrators to justice, but have not directly made representations about the number of criminal judicial processes it is engaged in nor about the planned timeline for exhumations. However, the UK and Iraq co-hosted a conference on 14 November in The Hague in order to discuss next steps on this agenda; attendees included UNITAD Special Adviser Karim Khan, the International Committee of Missing Persons and the Iraqi Chief Justice.
