star this property answer text <p>The UK is fully committed to the promotion and protection of human rights, and reports of human rights abuses in the Philippines remain troubling. We are concerned by the high death toll associated with the 'war on drugs', the situation of land rights and human rights defenders, developments on media freedom, and moves to reintroduce the death penalty.</p><p>Our Embassy in Manila has made these concerns clear with senior officials and government figures and it is in regular contact with human rights groups and relevant UN bodies on a range of human rights issues. We also work closely with the wider international community, including our EU partners, to press for investigations into instances of abuse and to encourage the protection of human rights defenders.</p><p>I raised these issues with a number of Philippine Ministers during my trip to Manila in August 2018 and with the Philippine Ambassador in April 2018. In the UK item 2 statement at the UN Human Rights Council on 11 September 2018, we urged the Philippines to investigate killings associated with the &quot;war on drugs&quot; and to ensure the safety of Land Rights defenders.</p>

Additional Government investment has helped World Service undergo the biggest expansion in 70 years.</p><p>In 2016, the Foreign Secretary agreed to fund new language and additional enhanced services. The World Service's 'World 2020' programme brings high quality and impartial news to an even larger global audience, by reaching some of the most remote places in the world. The Foreign and Commonwealth Office funding commitment to the programme amounts to nearly £291 million between 2016-2020.</p> more like this

star this property answer text <p>The UK supports the Afghan government's ambition to become a more prosperous and stable state. The ongoing conflict adds to the challenges around this. There have been signs of progress: October's parliamentary elections, the first Afghan-led and secured election since 2001, saw over four million Afghans vote. We are now working with partners to encourage Afghanistan's Election Management bodies learn lessons from these elections ahead of the presidential poll in 2019.</p><p>The UK believes that a political solution to the conflict between the Taliban and the Afghan government is the only way to achieve lasting stability in Afghanistan. We believe there is an opportunity over the next few months to make progress on moving towards a credible peace process.</p> more like this

star this property answer text <p>We have serious concerns about the human rights situation in Xinjiang and the Chinese Government’s deepening crackdown; including credible reports of re-education camps and widespread surveillance and restrictions targeted at ethnic minorities.</p><p>During China’s Universal Periodic Review at the UN Human Rights Council on 6 November, the UK made a statement which described our concern about the treatment of ethnic minorities in China, including Uyghurs. We issued a specific recommendation, calling on China to implement the recommendations by the UN Committee on the Elimination of Racial Discrimination on Xinjiang, and to allow the UN to monitor the implementation. We also raised our concerns about Xinjiang in our Item 4 statement at the September UN Human Rights Council, and we supported the statement of 26 October by the European External Action Service highlighting concerns about Xinjiang.</p><p>I raised our concerns about Xinjiang with Vice Minister Guo Yezhou during my visit to China on 22 July 2018. The Foreign Secretary also raised this issue with Chinese State Councillor and Foreign Minister Wang Yi during his visit to China on 30 July 2018.</p>

star this property answer text <p>The UK is firmly committed to ending the recruitment and use of child soldiers and to protecting all children affected by armed conflict.</p><p>The UK is an active member of the United Nations Working Group on Children and Armed Conflict (CAAC), which leads the international response to the issue of child soldiers and child protection. This includes pressing those parties to conflict listed in the UN Secretary-General's annual report on CAAC to enter into concrete action plans with the UN to verify and release any child soldiers associated with armed groups and forces. We apply diplomatic pressure to listed governments and armed groups, and fund projects to help protect and rehabilitate vulnerable children. We also press for the inclusion of child protection in peacekeeping responses through UN mandate renewals and resolutions. The UK is the largest single financial contributor to the office of the UN Special Representative of the Secretary-General (SRSG) for CAAC contributing £800,000 in the last five years. We have shown our support for the SRSG's recently launched Global Coalition for Reintegration by joining the 'Friends of Reintegration' group, a forum to generate new ideas for supporting reintegration programmes for children formerly associated with armed groups.</p><p>In 2018, the UK endorsed the Safe Schools Declaration, a political commitment to reduce the impact of conflict on education, and the Vancouver Principles, which aims to ensure that child protection is an operational priority for UN peacekeeping missions. As a member of the Group of Friends of CAAC in Geneva, we also participated in a joint statement to the 37th session of the Human Rights Council in March 2018, in which we reiterated our strong support for the mandate of the SRSG for CAAC. We worked very closely with Sweden and others to agree Resolution 2427 adopted by the UN Security Council in July 2018, to strengthen protection mechanisms for children in armed conflict.</p>

The GCR is working to provide more reliable funding to ensure higher quality, longer-term reintegration programming and prevention of re-recruitment for all children formerly recruited and used by armed groups and forces.</p><p>In 2018, the UK endorsed the Safe Schools Declaration, a political commitment to reduce the impact of conflict on education, and the Vancouver Principles, a political commitment to prevent the recruitment and use of children by armed forces and armed groups during the conduct of United Nations peace operations. star this property answer text <p>We have regular discussions at Ministerial and senior official level with the Thai authorities on political developments in Thailand. We expect elections to be held before May 2019, and we look forward to the precise date being confirmed soon. We welcomed the Thai government’s lifting of some political restrictions on 11 December. But it is important that this leads to a free and open environment in which elections can occur. The Prime Minister raised this with Prime Minister Prayuth Chan-o-cha during his visit to the UK in June, as did the Minister for Asia and the Pacific, Mark Field MP, with the Thai Prime Minister’s Special Envoy to the UK, General Chatchalerm, on 13 December.</p><p>​</p> more like this

star this property answer text <p>The UK has been anticipating this report and is deeply concerned by its findings. Whilst the UK welcomes the UN Secretary General's initial response, we urge the UN to increase its efforts to tackle sexual harassment and will look for the earliest opportunity to discuss this with them. The Foreign and Development Secretaries raised the issue of sexual harassment with the UN Secretary-General last December and the Minister for the Commonwealth and the UN discussed the issue with the Under Secretary-General Head of the UN Task Force on Sexual Harassment in October. Senior officials have also been in regular contact with senior United Nations representatives to push for action to tackle these issues.</p> more like this

Although the UK government accepts that the Court needs reform, it still plays an important role in ending impunity for the most serious international crimes.
