The Secretary General is in contact with the Government of Brunei and is working through Commonwealth channels.</p><p>​The UK encourages all Commonwealth partners to protect and promote the values in the Commonwealth Charter, including its opposition to all forms of discrimination. We have made clear that nobody should face persecution or discrimination because of who they are or whom they love.</p><p>Brunei is one of several Commonwealth countries that imposes corporal and capital punishments. It has now introduced new potential penalties under the Sharia Penal Code.</p><p>We have raised our concerns with the Government of Brunei. The number of displaced people due to instability continues to rise. As of March 2020, just under 800 000 people were recorded as displaced in Burkina Faso. The UK condemns the violence and is committed to working with all partners, including the G5 Sahel countries, to support those most in need and tackle the long-term drivers of instability in the region. In <del class="ministerial">March</del><ins class="ministerial">February</ins>, the Minister for Africa attended the first meeting of the Sahel Alliance General Assembly and G5 Leaders' Summit, where he reaffirmed the UK's commitment to improved security and increased development in the Sahel. We are also deeply concerned by reports of abuses and violations of human rights in Burkina Faso, including by armed groups and the Burkinabe security forces. We welcome the Government of Burkina Faso's commitment to investigate recent abuses and hold those responsible to account, including following the attack on Malian refugees on 2 May and the deaths of 12 detainees in mid-May.</p><p>The UK is supporting Burkina Faso by providing life-saving humanitarian assistance to those affected by the crisis. Over £23 million of UK humanitarian aid will go to Burkina Faso between 2019 and 2021, including to help tackle food insecurity and treat acute malnutrition.</p><p>We are also funding a number of programmes that help provide access to education in emergencies and support women's sexual and reproductive health. The UK is supporting the security response through non-combat assistance to the French-led counter-terrorism mission Operation BARKHANE, in the form of three CH47 chinook helicopters. The UK is also committed to helping the G5 Sahel Joint Force reach full operational capability - bilateral funding has gone towards the provision of non-lethal military equipment and support for the human rights compliance framework. In response to COVID-19, the UK has committed up to £744 million of UK aid to combat the virus and to reinforce the global effort to find a vaccine. Environmental protection is an area of devolved responsibility in Overseas Territories. Cayman law requires that an environmental impact assessment be conducted before a development of this nature proceeds. An updated environmental impact <del class="ministerial">assessment</del> <ins class="ministerial">scoping document </ins>has been submitted to the Environmental Assessment Board for review; once this review is complete a period of public consultation will commence before a final report is issued. Under the Blue Belt programme, United Kingdom funding has been provided to support the Overseas Territories protect and manage their marine environments. The programme is currently on course to protect 4 million square kilometres of ocean around the UKOTs. We raise human rights in Eritrea regularly, both directly with the Government, as the former Minister for Africa did with the Eritrean President's senior adviser when she saw him in July, and when our Ambassador in Asmara saw the same advisor in August. </ins></p><p><ins class="ministerial"><ins class="ministerial">In a statement at the 41st session of the UN Human Rights Council on 12 July the UK welcomed the renewal of the mandate of the Special Rapporteur on the situation of human rights in Eritrea, which we co-sponsored. The UK also urged Eritrea to cooperate with the Special Rapporteur and to reform national service, implement the constitution, respect freedom of religion or belief, and release all those in arbitrary detention – including, but not exclusive to detained parliamentarians; journalists; and those observing banned religions. </ins></ins></p><p><ins class="ministerial"><ins class="ministerial"><ins class="ministerial">No additional aid has been allocated as a result of sanctions being lifted. The Department for International Development (DfID) has funded life-saving activity in Eritrea for several years, including providing £3.24m to UNICEF in 2018-19 to help treat malnutrition in under-fives and provide access to safe hygiene and sanitation services. It is a legally binding international treaty registered with the UN. Its objectives clearly apply to both signatories – The People's Republic of China and the UK. It remains in force, and remains acutely relevant to the conduct of life in Hong Kong. We remain deeply concerned by the situation faced by Yazidi women who were abducted and enslaved by Daesh in Iraq and Syria. The UN calculates that up to 3,000 Yazidi women are still missing, mostly in Iraq. The UK continues to support efforts to reunite families with their loved ones.
