The Secretary General is in contact with the Government of Brunei and is working through Commonwealth channels.</p><p>​The UK encourages all Commonwealth partners to protect and promote the values in the Commonwealth Charter, including its opposition to all forms of discrimination. We have made clear that nobody should face persecution or discrimination because of who they are or whom they love.</p><p>Brunei is one of several Commonwealth countries that imposes corporal and capital punishments. It has now introduced new potential penalties under the Sharia Penal Code.</p><p>We have raised our concerns with the Government of Brunei. The number of displaced people due to instability continues to rise. As of March 2020, just under 800 000 people were recorded as displaced in Burkina Faso. The UK condemns the violence and is committed to working with all partners, including the G5 Sahel countries, to support those most in need and tackle the long-term drivers of instability in the region. In <del class="ministerial">March</del><ins class="ministerial">February</ins>, the Minister for Africa attended the first meeting of the Sahel Alliance General Assembly and G5 Leaders' Summit, where he reaffirmed the UK's commitment to improved security and increased development in the Sahel. We are also deeply concerned by reports of abuses and violations of human rights in Burkina Faso, including by armed groups and the Burkinabe security forces. We welcome the Government of Burkina Faso's commitment to investigate recent abuses and hold those responsible to account, including following the attack on Malian refugees on 2 May and the deaths of 12 detainees in mid-May.</p><p>The UK is supporting Burkina Faso by providing life-saving humanitarian assistance to those affected by the crisis. Over £23 million of UK humanitarian aid will go to Burkina Faso between 2019 and 2021, including to help tackle food insecurity and treat acute malnutrition.</p><p>We are also funding a number of programmes that help provide access to education in emergencies and support women's sexual and reproductive health. The UK is supporting the security response through non-combat assistance to the French-led counter-terrorism mission Operation BARKHANE, in the form of three CH47 chinook helicopters. The UK is also committed to helping the G5 Sahel Joint Force reach full operational capability - bilateral funding has gone towards the provision of non-lethal military equipment and support for the human rights compliance framework. In response to COVID-19, the UK has committed up to £744 million of UK aid to combat the virus and to reinforce the global effort to find a vaccine. We are also aware of reports of a relatively small number of other nationals present in eastern Ukraine. The presence of Russian fighters in Ukraine remains a key obstacle to progress in implementing the Minsk peace agreement, which requires the withdrawal of all foreign armed formations, military equipment and mercenaries from the territory of Ukraine.</del><ins class="ministerial">Given that these territories are not under Government control, there are clear logistical limitations to service provision by the Ukrainian Government to civilians living there. Nonetheless, the Ukrainian Government continues to provide water, heating and energy supplies to non-Government held areas. The UK provides close support to the Ministry for Temporarily Occupied Territories and Internally Displaced Persons and we welcome the Ukrainian Government’s efforts to pursue further ways to provide support to those in non-Government controlled areas, including by facilitating crossings and the transport of goods across the Line of Contact. A UK-US-French attempt to agree UN sanctions in response to previous chemical weapons attacks was vetoed by Russia and China in the UN Security Council on 28 February. In March we helped secure agreement from the EU to add 4 Syrian military officials to the sanctions list for their role in carrying out chemical weapon attacks. We welcome the further sanctions Canada and the US have introduced in recent days. We will continue work with partners to take action against those responsible for chemical weapons attacks. </del><ins class="ministerial">The UK’s priority for the recent session of the OPCW Executive Council was to make clear international condemnation of the 4 April Khan Sheikhoun attack and to confirm our support for the OPCW investigation which began immediately following that attack. We welcome the Executive Council’s overwhelming vote on 20 April to reject a Russian-Iranian proposal which would have distracted from and undermined the OPCW expert investigations which are already under way.
