Consequently the warrant has not yet been executed. It</ins> <del class="ministerial">The vessel operated as a Search and Rescue vessel in the central Mediterranean by Non-Governmental Organisations (NGOs) 'SOS Méditerranée' and 'Médicins Sans Frontières' until September 2018. This matter is now subject to Italian legal processes and it</del> is not appropriate for the UK Government to comment<ins class="ministerial"> on the legal process initiated by the Italian authorities</ins>. <del class="ministerial">We recognise the importance of Search and Rescue in the Mediterranean and value the contribution of NGOs in saving lives at sea. We are concerned about the increasing fatality rate that has coincided with the effective cessation of the Search and Rescue operations in the central Mediterranean due to the lack of assurances over safe disembarkation arrangements. The British High Commission recently met the Vice Chairman of the National Commission for Minorities in July to discuss minority rights.</p><p><del class="ministerial">We also support local NGOs to deliver projects to promote minority rights. In 2015, we funded a project that trained 500 tribal men and women on women’s rights and access to justice. During 2016-2018, we provided legal training for 2,000 Dalit women to combat violence against them, and helped create a network of Dalit Women Human Rights Defenders in four states. 	answer	answer is ministerial correction date of answer 03/02/2020 answer text <p>​The Cruise Berthing Facility Project was raised during Lord Ahmad's visit to the Cayman Islands last year and the Governor maintains a regular dialogue with those on both sides of this debate. Environmental protection is an area of devolved responsibility in Overseas Territories. Cayman law requires that an environmental impact assessment be conducted before a development of this nature proceeds. An updated environmental impact <del class="ministerial">assessment</del> <ins class="ministerial">scoping document </ins>has been submitted to the Environmental Assessment Board for review; once this review is complete a period of public consultation will commence before a final report is issued. Under the Blue Belt programme, United Kingdom funding has been provided to support the Overseas Territories protect and manage their marine environments. The programme is currently on course to protect 4 million square kilometres of ocean around the UKOTs. Ministers will correspond directly with the Member.</del></p><p><ins class="ministerial">I set out the Government’s position in Parliament on 25 July in response to an Oral Question. I noted the time and energy that the International Coalition to End Transplant Abuse in China has dedicated to this issue. The evidence presented at the hearings they organised provided disturbing details about the mistreatment of Falun Gong practitioners, and raised worrying questions about China’s transplant system. Officials have reviewed the evidence thoroughly. While the evidence is not incontrovertible, we take these allegations seriously and have consulted the World Health Organization (WHO), NGOs and international partners. The WHO’s view is that China is implementing an ethical, voluntary organ transplant system in accordance with international standards, though they do have concerns about overall transparency.</ins></p><p><ins class="ministerial">We currently do not have any plans to make representations to the Chinese Government on allegations of systematic, state-sponsored organ harvesting, nor raise the allegations at the UN Human Rights Council (UN HRC). 	answer	answer is ministerial correction date of answer 25/04/2019 answer text <p><del class="ministerial">I</del> <ins class="ministerial">Lord Ahmad of Wimbledon </ins>spoke to the Secretary General of the Commonwealth about the situation in Brunei on 4 April. The Secretary General is in contact with the Government of Brunei and is working through Commonwealth channels.</p><p>​The UK encourages all Commonwealth partners to protect and promote the values in the Commonwealth Charter, including its opposition to all forms of discrimination. We have made clear that nobody should face persecution or discrimination because of who they are or whom they love.</p><p>Brunei is one of several Commonwealth countries that imposes corporal and capital punishments. It has now introduced new potential penalties under the Sharia Penal Code.</p><p>We have raised our concerns with the Government of Brunei.
