White phosphorus is not a chemical weapon or a prohibited substance in itself, but the way it is used may be. Reports that white phosphorus has been used intentionally against civilians are extremely worrying as it would be contrary to international humanitarian law. It is important that the full facts are established. 	answer	answer is ministerial correction date of answer 05/11/2019 answer text <p>We are concerned by reports of alleged human rights violations in Ukraine, including in illegally annexed Crimea and areas of eastern Ukraine held by Russian-backed separatists. During, my recent visit to Ukraine, I discussed with Crimean activists the human rights abuses carried out by the de-facto Russian authorities.</p><p>The British Government provides financial support to the UN Human Rights Monitoring Mission in Ukraine, which works to report and reduce human rights violations and abuses in Ukraine. Implementation of the ceasefire is for the parties directly involved but we have made clear our expectation that all parties abide by the agreed ceasefire and by their obligations under international humanitarian law. We can confirm that in the last 12 months there have been a small number of British children who have left Syria and returned to the UK via third countries. As a matter of general policy, we provide consular assistance to British Nationals not UK residents. The UK has no consular presence within Syria from which to provide assistance. Each case is considered on an individual basis. As the Foreign Secretary has said, the Government will work with a range of partners in Syria and at home to facilitate the return of unaccompanied or orphan children where feasible and subject to national security concerns. Staff at the British High Commission in Colombo raise the issue of water quality in northern Sri Lanka regularly, including during a recent visit to Jaffna in August.</p><p>We understand that compensation has been offered to those affected by water pollution caused by the Chunnakam Power plant. 	answer	answer is ministerial correction date of answer 04/11/2019 answer text <p>I met with the Indonesian Ambassador, Dr Rizal Sukma, on 29 October and raised the issue of human rights in Papua, pointing to the level of interest in the issue from MPs and the British public.</p><p>The Foreign Secretary discussed Papua with Foreign Minister Retno Marsudi on 31 July, in the margins of the ASEAN Foreign Ministers' Meeting in Bangkok. Earlier, on 18 June, the former Foreign Secretary had discussed Papua with Foreign Minister Retno during the UK-Indonesia Partnership Forum in London.</p><p>Following the most recent protests, our Ambassador released a press statement on 26 September urging all sides to refrain from violence and welcoming the Indonesian Government's announcement of a full and comprehensive investigation.</p><p>Embassy officials in Jakarta visit Papua and West Papua provinces and regularly press the Indonesian authorities to address legitimate human rights concerns, including upholding the right of all citizens to protest peacefully, and promote the sustainable and equitable development of the provinces. 	answer	answer is ministerial correction date of answer 04/11/2019 answer text <p>​We are extremely concerned about the repatriation of North Koreans by Chinese authorities and the conditions they may face on return to North Korea. When we hear of individuals facing repatriation, we seek to raise their cases directly with China's Ministry of Foreign Affairs in coordination with our international partners. We did so most recently in May 2019. We will continue to monitor closely and will again emphasise to China that people fleeing North Korea should be treated as legitimate asylum claimants and should not be returned, as stipulated by the 1951 UN Refugee Convention.</p><p>The British Government regularly raises its concerns over the human rights situation in North Korea in multilateral fora including the UN Security Council, General Assembly and Human Rights Council. At a briefing with the UN Special Rapporteur on 22 October, we discussed what more could be done to ensure legitimate North Korean asylum claimants are not forcibly repatriated when crossing international borders.
