star this property answer text <p> </p><p>The Government's policy, as confirmed in the National Policy Statement for Ports, is that the ports industry in England and Wales is generally successful in funding investment, including in capital dredging, on a commercial basis without need for support from public funds. Consequently there is a general presumption against such grants, which can displace and deter private sector investment and distort competition, whether for single or multiple beneficiaries. There may, however, be occasional exceptions, as in the case of the Regional Growth Fund grant awarded for dredging in Liverpool Bay and the Mersey Estuary. This was based on an exceptional regional economic regeneration justification. In any such case, the prospective impact on competition with other ports would be taken into account during consideration of the application.</p><p> </p><p> </p><p> </p><p>Dredging costs, along with other port costs, could potentially be eligible for grants from European funding schemes such as the Connecting Europe Facility and Trans-European Networks - Transport (CEF/TEN-T). The Government would normally expect any grant application for UK or EU funds to show disaggregated costings, including clear identification of any dredging element that may be present.</p><p> </p>

star this property answer text <p>We have not made an assessment of the effectiveness of the Weeds Act 1959 across the UK. Natural England (the delegated authority for investigating complaints about injurious weeds) monitors compliance with the Act through the collection of data such as the number of enforcement notices issued per year.</p><p> </p><p> </p><p> </p><p>There were 37 enforcement notices in 2013. However, we encourage communications between landowners and complainants to try and resolve any issues informally. star this property answer text <p>The construction and demolition sector has made great strides in reducing the amount of waste that is sent to landfill. We are required to report on the recovery of construction and demolition waste across the UK, with a target of achieving a recovery rate of at least 70% by 2020. It is challenging to measure progress against this target and the methodology is being reviewed, but provisional estimates indicate that England is achieving a recovery rate that is comfortably above 70%, with the amount landfilled having decreased by over 40% between 2008 and 2012.</p><p> </p> more like this

star this property answer text <p> </p><p>The Overseas Territories are highly dependent on the assets provided by their natural environment – their terrestrial and marine ecosystems – for their economic wellbeing. The long-term management of these assets is essential for the development of sustainable (‘green') economies in the Territories.</p><p>The objective of the environmental mainstreaming initiative is to assist individual Territories to identify the key issues that need to be addressed to ensure the environment is properly taken into account in all aspects of economic and infrastructure planning. Key issues include proper provision for waste management and the need to better understand the value of the environment to local economies and communities.</p><p>To date, three environmental mainstreaming projects have been managed by the Joint Nature Conservation Committee on behalf of the FCO and Defra, in the Falkland Islands, British Virgin Islands and Anguilla.</p><p>In addition, we have also funded projects in Anguilla through our Darwin Initiative Challenge Fund in 2012 and they are now developing a National Ecosystem Assessment using Darwin Plus funding. The purpose of this is to move towards a green economy by strengthening environmental management and sustainable growth, raising awareness of the value of ecosystems to the economy and providing evidence-based implementation of green policies.</p><p> </p>
