answer text <p>The UK has some of the toughest bioenergy sustainability criteria in the world and the UK remains at the forefront of improving sustainability standards. From next year payments will only be made for biomass which meets these standards.</p><p>The greenhouse gas requirement uses the standard EU methodology and requires that biomass conversions represent at least a 69% GHG saving compared to coal. Generators may also use the Bioenergy Emissions and Counterfactual model to help in sourcing their biomass responsibly. answer text <p>Those installations supplying greater than 50kW of energy from bioliquids have been required to comply with the Renewable Energy Directive sustainability criteria since 2011. The average GHG emissions saving of bioliquids reported to Ofgem in the year 2012-2013 was 84.7%.</p><p>In addition, the UK Government is bringing in tough new sustainability criteria for those supplying energy and power from biomass and biogas.</p><p>Initially these were introduced as reporting requirements from April 2014. Next year we are introducing a mandatory 69% greenhouse gas saving1 requirement. answer text <p>The subsidy cost per tonne of carbon saved by renewable technologies depends on the type of electricity generation displaced. DECC’s 2012 Bioenergy Strategy1 assumed that offshore wind and dedicated biomass displace combined cycle gas turbine plants and biomass conversion plants displace coal plants. It is the responsibility of generators to determine where in their supply chain they make this saving.</p><p>Coal to biomass conversions are supported as a transitional technology, to 2027. The table shows that, in the short term, conversions of coal plants can offer better value for money in abatement terms when compared to dedicated biomass plants and offshore wind, which offer longer term benefits.</p><p>In line with the 2012 Bioenergy Strategy, we have limited support for new build dedicated biomass electricity (without CHP) by placing a cap of 400MW on the total new-build dedicated biomass capacity. answer text <p>The levelised cost of onshore wind and large scale solar photovoltaics (solar PV) are expected to fall over time. These estimated cost reductions are reflected in the administrative strike prices for solar PV and onshore wind in the <a href="http://en.wikipedia.org/wiki/EMR" target="_blank">EMR</a> Delivery Plan, which shows support for these technologies falling over the coming years. Under the CfD auction, it is likely that established technologies will compete on price in order to secure a contract for support. This support will be within the budgetary constraints set through the Levy Control Framework (LCF).</p><p>It’s difficult to be certain when subsidies will no longer be required. Taking account of uncertainty, some projects may reach parity with wholesale electricity prices in the latter half of this decade or 2020s in the case of most ‘established’ technologies, such as onshore wind and solar PV, and post-2030 in the case of most ‘less established’ technologies, depending on the electricity price scenario used and the speed of cost reductions. answer text <p>There are established processes through which potential risks from stranded assets in the fossil fuels sector are managed.</p><p>As recently as 8 July 2014 the Governor of the Bank of England wrote to the Chair of the Environmental Audit Committee on this issue saying that the Bank monitors risks to financial stability associated with a ‘carbon bubble’ through its regular gathering of information on financial stability risks.</p><p>Furthermore companies are requested, through the Companies Act 2006, to report on their principal risks as part of their annual report &amp; accounts. In the case of listed companies, the company must include, to the extent necessary to understand the business, the main trends and factors likely to affect the future development, performance and position of the company’s business.</p> more like this

answer text <p>The Department made £3 million available in funding for the training of Green Deal Advisors and Installers. This was delegated to Asset Skills and Construction Skills respectively to allocate on our behalf. With support from the funding, 841 Green Deal Advisors and 750 installer operatives have completed their training. DECC has not run a scheme specifically to train apprentices.</p> more like this
